Orange County Utilities provides end-of-life materials management services and water resources to protect and enrich the lives of the citizens and guests of Orange County Florida. The County¿s materials management system includes two transfer stations and a disposal complex that houses two active landfills, three closed landfills, recycling activities, and support facilities that manage more than one million tons of materials annually. The County contracts collection services for more than 230,000 residential units. The Solid Waste Management Division is seeking a highly qualified and experienced professional to serve as "Utilities Section Manager" in a multi-faceted solid waste and recycling management agency. This position is responsible for overseeing the Division¿s administrative support functions, including Training, Administrative Services (Human Resources, Budget, and Management Policies), and Fiscal Operations including oversight of Scale Management Operations and revenue receipts. The Manager ensures the quality, efficiency, and effectiveness of all work performed within these areas. Work is performed with considerable independence under the general supervision of the Division Manager or Assistant Division Manager.

Requirements

  • Graduation from an accredited college or university with a bachelor¿s degree in business administration/management, public administration, accounting/finance, organizational leadership, human resource management or similar field and four (4) years progressively responsible experience that includes extensive supervisory duties in administration, operations, fiscal oversight or related fields; or an equivalent combination of education, training or experience.

Responsibilities

  • Ensure that work within the assigned areas is completed efficiently, effectively, and in alignment with the Division¿s goals and performance measures.
  • Provide oversight of the Division¿s budget development, including management, forecasting, and ongoing tracking throughout the year.
  • Serve as a core member of the leadership team responsible for establishing key performance indicators (KPIs) to guide Divisional priorities.
  • Collaborate with other Divisions and departments within the Utility to meet internal and external stakeholder needs (Human Resources, Risk Management, Orange County Comptroller, etc.)
  • Ensure Division-wide compliance with all County policies, procedures, and regulatory requirements.
  • Provide oversight and direction for the division¿s scale house operations to ensure accuracy, efficiency, and regulatory compliance.
  • Provide oversight of Warehouse Operations, ensuring effective inventory management, material distribution, and adherence to safety and security standards.
  • Oversee personnel onboarding, ensuring consistent orientation, training, and integration of new employees into the Division¿s culture and operations.
  • Manage employee performance evaluations to promote accountability, professional development, and alignment with organizational goals.
  • Oversee the administration of corrective action processes in accordance with County policies to ensure fair and consistent resolution of performance and conduct issues.
  • Oversee training programs and initiatives focused on safety, regulatory compliance, and operational excellence.
  • Manage and monitor the Division¿s budget throughout the fiscal year, including preparation and submission of the annual budget
  • Performs other special projects and related duties as assigned.
