About The Position

To develop, modify, apply, and maintain quality standards and evaluation methods for processes related to the Utility Department Operations, including the Wastewater Treatment Plant, Water Treatment Plant, Dewatering Facility, lift stations, booster stations, water distribution and wastewater collection systems, well fields, and reclaimed water facilities. The work provides diverse and complex research, analysis and reporting for quality assurance by determining and applying preventative and predictive maintenance and performance criteria. Responsible for performing technical evaluations, analysis, and related data acquisition processes to ensure quality objectives are achieved including fundamental cause analysis and performance trends. Responsible for the development, implementation and refinement of emergency/disaster preparedness and response activities.

Requirements

• Bachelor's Degree from an accredited college or university with major course work in civil and/or environmental engineering or a related field
• Ten (10) years engineering experience, preferably related to Utility projects, Or an equivalent combination of education, training, and experience that would provide the necessary knowledge, skills and abilities
• Licensed as a Professional Engineer by the Florida Department of Professional Regulation within six (6) months of employment is required.
• Possession of, or ability to obtain, within one year of employment, certifications of training for ICS-100, ICS-200, IS-700 and IS-800
• Possession of, or ability to obtain, a valid State of Florida Driver's License.
• Ability to analyze professional and technical engineering issues, quality control and assurance matters.
• Thorough knowledge of the principles, practices and methods involved in professional and technical engineering; quality control and assurance; construction management; project management; reviewing designs, specifications, estimates, reports and recommendations related to Utility Department projects and programs.
• Ability to gather data and make accurate computations for mechanical trend and performance analysis and critical equipment spare parts inventory systems.
• Ability to develop and monitor operations and maintenance work programs and determine if work is being performed accurately and on schedule. Need to notify project manager or responsible person if work is unsatisfactory. Need to follow-up to ensure anticipated program results.
• Ability to prepare and present complete, accurate and coherent reports.
• Ability to communicate effectively and clearly, both orally and in writing.
• Ability to work beyond scheduled hours and/or be on call.
• Ability to establish and maintain effective working relationships with Utility Department staff, staff of other City Departments and Offices, other governmental entities, vendors, developers, contractors and the public.

Responsibilities

• Evaluates existing programs for efficiencies, performance and accomplishments.
• Recommends and implements programs and procedural changes to accomplish overall divisional and departmental goals and quality assurance.
• Reviews engineering design work of Utility Department projects to include plans and specifications, legal documents, contract documents, technical engineering reports, and project cost estimates.
• Assist with budget preparations for equipment replacements and upgrades.
• Compiles and analyzes statistical data and prepares technical reports for Utility Department operations and maintenance projects and programs, including odor control equipment, monitoring operating systems to comply with Federal, State and local regulations.
• Interacts with Federal, State, and local organizations, representatives of City departments, consultants, and citizens in the course of carrying out major goals of Quality Assurance/Quality Control.
• Conducts research and develops recommendations and forecasts in response to special requests from the City Manager, City Commission, Director of Utilities, and other appropriate personnel regarding quality control and assurance for the Utilities Department.
• Complies with federal, state, and local legal requirements by studying existing and new legislation, ensuring adherence to requirements, and advising management on needed actions.
• Develops and establishes advanced quality systems and procedures, inspection plans, quality performance trends, statistical plans, cost estimates, and technical quality plans for proposals.
• Ensures that project and/or process control documentation is compliant with requirements and/or contract.
• Assesses the cost of, and determines the responsibility for, products or materials that do not meet required standards and specifications by performing difficult statistical analyses.
• May establish statistical confidence by identifying sample size and acceptable error and determining levels of confidence.
• Identifies quality performance, trends and corrective action by coordinating with staff and suppliers.
• Ensures compliance to specified quality requirements by performing audits and surveys.
• Inspects Utilities facilities to determine compliance with plans and specifications and City, County, State and Federal construction and environmental protection requirements.
• Participates in the development of design and installation specifications.
• Coordinates with City and County Emergency Management Officials to develop and implement emergency management activities.
• Serves as the Utility Department representative at EOC or other Command Center as assigned.
