About The Position

Performs supervisory responsibilities of planning, organizing, and directing the operations, maintenance, and construction activities of Advanced Water Reclamation, Potable Water supply, distribution systems and solids management to ensure proper utility service to County residents and property owners.

Requirements

  • Graduation from high school or possession of a GED Certificate; AND
  • Three (3) years of progressively responsible experience in plant operations including leading or working in a team environment; including two years in a team lead or similar role overseeing work of other employees;
  • OR
  • An equivalent combination of education, training, and experience that would reasonably be expected to provide the job-related competencies noted above; AND
  • Possession of a valid State of Florida Water or Wastewater Plant Operator "A" Certificate of License; AND
  • Possession of a valid Florida Driver’s license.
  • Knowledge of the operation and maintenance of Advanced Water Reclamation, Potable Water supply, distribution systems, and solids management and related equipment.
  • Knowledge of principles, practices and methods of water treatment, water reclamation, facility administration and regulation.
  • Knowledge of effective managerial principles and practices.
  • Knowledge of department procedure and guidelines.
  • Ability to perform assigned duties with considerable independence.
  • Ability to plan, direct, and coordinate work of subordinates.
  • Ability to analyze data, troubleshoot problems, and make sound decisions
  • Ability to communicate effectively both orally and in writing.
  • Ability and willingness to respond to emergency situations such as floods, hurricanes, tornadoes and other natural and/or unnatural crises to provide for public health and safety.
  • Ability and willingness to work overtime, rotating shifts, including nights, weekends and holidays
  • Ability to use a computer and related software.
  • Ability to develop and maintain effective working relationships with employees.

  • The ideal candidate is an experienced Class “A” Florida Wastewater Treatment Plant Operator with exceptional leadership skills and will be supporting the Plant Manager.
  • The candidate would possess extensive knowledge of wastewater process control strategies and would have exceptional analytical and troubleshooting skills, with an ability to make sound and logical corrective actions.
  • The candidate would possess maintenance experience which would allow them to make minor repairs or modifications as needed.
  • The candidate would be well organized, utilizing calendars and reminders to aid themselves and subordinates in completing tasks.
  • The candidate would possess the ability to plan and direct operational duties for his team or shift, cleaning duties, special projects, overtime, and maintenance.
  • The successful candidate would be a highly motivated, self-starter possessing extensive motivational skills and exceptional teaching skills.
  • The ideal candidate would utilize delegation as a tool to teach their subordinates and prepare them for succession.
  • The candidate would have the ability to set up and facilitate staff meetings, safety meetings, and tailgate meetings before work. A good listener while also being a great communicator both orally and written as well as maintain detailed records and logs of duties and logistical data.
  • The candidate would follow up on work performed in the plant, always communicating changes and status updates to the chain of command.
  • Candidates should be able to safely and comfortably work with various industrial and laboratory chemicals.

Responsibilities

  • Supervises a team of employees in the operation of the County’s water treatment and distribution, wastewater treatment, and biosolids management and assigns work as appropriate and maintains accurate work records.
  • Assists with interpreting operating data and adjusts operating procedures, if needed, to ensure continuous and efficient treatment as per the operating permit requirements.
  • Orders treatment chemicals and other materials, for use in the treatment process, and ensures their safe delivery, storage, and use.
  • Ensure compliance with federal, state and local regulations related to water treatment, wastewater treatment, reclaimed water distribution and biosolids management and safety standards.
  • Directs and makes operational adjustments to process equipment, as needed, to meet all regulatory requirements; communicates the performance of general maintenance including mechanical and electrical repair of equipment; and maintains a daily log of plant operations
  • Assist with required operating reports and submits to regulatory agencies on a timely basis.
  • Ensures proper staffing to comply with the operating permit requirements.
  • Assists in the preparation of operational reports, budgets, staff meeting, and documentation required.
  • Supervises and trains plant staff in all aspects of job duties and responsibilities to achieve unit and organizational goals. Communicates and provides guidance to staff to ensure safe, efficient and effective work practices and determine resources needed.
  • Implement and maintain safety protocols and emergency response procedures.
  • Manages the work of subordinate staff by scheduling, assigning and reviewing work, providing training and counseling, evaluating performance, and determine resources needed.
  • Reviews and approves daily, weekly and monthly detailed operations reports and maintenance records.
  • Notifies manager and/or other appropriate staff of needs for non-routine adjustments and/or malfunctioning of equipment.
  • Notifies necessary personnel and responds accordingly in emergency situations such as floods, hurricanes, tornadoes and other natural and/or unnatural crises to provide for public health and safety.
  • Reviews and ensures that procedures and guidelines with environmental, health, and safety are in compliance with all Section, County, State, and Federal guidelines.
  • Inspects work sites daily to ensure safety standards and that all equipment, tools and supplies are used in a safe and efficient manner; Administers work safety program.
  • Performs other related duties as required.
