The Utilities Operations Supervisor is responsible for overseeing daily operation of the unit, ensuring the shift runs in a safe, environmentally responsible and efficient manner focused on meeting business team objectives. The supervisor should coordinate communication between management and operations on unit rates, equipment status, and inventory through regular meetings and reports. This role is responsible for the direction of 4 Shift Team Leads and 1 Field Safety/Project Representative (direct reports) and 10 Outside Operators (indirect reports) including performance management, training and development and daily coaching. Accountabilities of the job: Accountability 1: Meet all SHE objectives and comply with all governmental laws and policies for a manufacturing site. Ensure all operations activities are carried out in a safe and efficient manner consistent with the INEOS 20 Safety Principles, Life Saving Rules and site policies/standards Ensure all operations activities are carried out in a manner compliant with site environmental permit requirements (reporting, tracking, sampling/testing performed, etc) Be a safety leader through visible leadership in the field, including safety observation conversations and audits. Adhere to the SHE management system established for the site including participation in reporting, incident investigations, sharing of lessons learned, corrective action tracking and personnel training in support of incident management system. Knowledgeable of the specific process and work execution hazards within the asset to be able to plan work and communicate those hazards to operations and work execution teams. Promotes and sponsors participation on safety programs and committees for site-wide initiatives. Continuously stimulates employee’s safety awareness. Ensure the unit responds to incidents in a safe, timely/appropriate manner. Serve as a resource for LOTO and Safe Work Permitting process including participation in job-specific JSA reviews and approving safety system bypass tags and any permit deviations within the asset. Responsible for ensuring proper housekeeping and meeting Asset Care priorities for the unit. Responsible for always putting safety ahead of production or maintenance. Responsible for stopping work and/or initiating safe shutdown of asset if the situation warrants. Ensures asset compliance with process safety programs including completion of key operations checks (car seal valve checklists, interlock function tests, etc) as well as operator engagement (MOC acknowledgement, PHA participation, etc) Accountability 2: Development and Leadership of Team Ensure that operations personnel are managed consistently across shifts and different leaders to ensure standards are met or exceeded via feedback, annual performance reviews, proper accountability and coaching conversations. Coach and mentor operating leadership, individual team members or others to continuously improve operations, developing a consistent, high-level of performance at the site. Responsible for ensuring operations personnel time has been entered and approved by their respective managers prior to payroll processing. Foster teamwork across the shifts and with all other functional groups to ensure that activities are well-aligned with maximum impact. Responsible for developing, implementing, and improving operating procedures. Initiates the annual procedure review process for the asset including assignment of reviews to the team and updating to ensure procedures are correct and complete within compliance deadlines. Ensures the work force has the tools necessary to perform their roles safely and efficiently by identifying and implementing training to address areas for improvement. Works with site training resources to develop and implement an asset training strategy and individual employee training and development plans. Ensure that site goals and priorities are communicated to operations personnel and establish crew goals and buy in to support strategy. Responsible for ensuring compliance with Collective Bargaining Agreement and grievance procedure with operations personnel. As Union issues arise, works with HR towards resolution. Mentor operations personnel during normal course of work through the use of problem solving, root cause analysis, and fact gathering. Accountability 3: Fulfill asset operations and reliability performance requirements Accountable for the overall operation of the Utilities asset - oversee process control within design operating envelopes, monitoring and troubleshooting of process and equipment; reports and follows up to resolve process deviations, equipment failures and hazards; assists in plant investigations and problem resolution. Ensure that process systems are operated in accordance with safe operating procedures. Ensures compliance with routine operations tasks such as operator rounds, routine sampling, etc and corrects or escalates as needed. Oversee planned maintenance, project execution and technical improvement activities in the area. Maintain and foster collaborative efforts with maintenance, reliability, engineering, HSES and other technical resource teams to identify, share, implement and maintain best practices. Key contributor for meeting budget requirements by efficiently managing resources, inventories and raw materials. Report on operational performance and Key Performance Indicators (KPI’s) Develops, coordinates and issues daily instructions for shift personnel to meet all day-to-day plant objectives with respect to safety, environmental control, production, efficiency, reliability. Works with the asset Operators, Work Execution Supervisor, Process, Project & Reliability Engineers to optimize and improve process efficiency and reliability. Provides operational priorities to Work Execution Supervisor for prioritization of maintenance activities in accordance with work execution workflow procedures. Responsible for attending maintenance/operations coordination meetings. Accountability 4: Maintain clear understanding of work between Operations and Execution Forces Responsible for entering high quality work notifications that don’t require rework/reject and accurately communicate needs to the Work Execution Supervisor and Work Execution forces. Follows up on submitted WN to ensure proper visibility and priority has been assigned. Follows up on rejected WN with operators to ensure proper troubleshooting and feedback is provided. Responsible for ensuring equipment is ready for maintenance per schedule. Takes action to drive resolution if delayed. Responsible for directing field activities and actions taken by field operators to ensure safe and reliable operation. Supports turnaround (TAR) scope development and execution plans for asset. Accountability 5: Ensure asset operations are in line with cost control guidance to allow the site to meet its financial obligations Challenges Shift Team Leads and Operators to optimize their process and equipment to ensure maximum capacity, efficiency and reliability. Ensures asset procedures are followed and updated as needed to ensure optimal catalyst or other feedstock management conditions. Proactively identify any production or supply limitations and maximize energy efficiency. Manages after-hours maintenance call out system for the asset. Manages operations overtime for the asset by providing guidance to Site Shift Leads regarding overtime staffing needs for special assignments, startups, etc.
