About The Position

Job Overview Performs supervisory responsibilities of planning, organizing, and directing the operations, maintenance, and construction activities of utility distribution systems. Salary $68,640 Compensation may be adjusted based on the selected candidate's qualifications. Ideal Candidate This position requires technical and operational field experience working in underground utilities, water and reclaimed water distribution systems and wastewater collection systems. The ability to effectively troubleshoot problems and assist subordinates in troubleshooting issues as well as walk them through tough situations. They should be able to make or schedule work plans and supervise/mentor others. Be able to maintain and grow an effective working relationship with both internal and external customers. Ideal candidate should have some technical knowledge working within an asset management system. Candidate should be a self-starter and be able to think outside the box, be able to solve highly complex issues in extremely tough situations using standard and nonstandard approaches. Have an intermediate knowledge of safety practices and be able to have crucial conversations while maintaining composure and tactfulness with their team.

Requirements

  • Graduation from high school or possession of a GED certificate; AND Five years of experience in the installation, maintenance or repair of water or reclaimed water distribution systems or wastewater collection systems; including two years in a team lead or similar role overseeing work of other employees; OR An equivalent combination of education (not less than a high school diploma/GED,) training and experience that would reasonably be expected to provide the job-related competencies noted above.
  • An Associate’s degree; AND Four years of experience in the operation or maintenance of a water or wastewater utility system; including two years supervising and providing guidance and training to other employees; OR An equivalent combination of education (not less than a high school diploma/GED,) training and experience that would reasonably be expected to provide the job-related competencies noted above.
  • Knowledge of water and reclaimed water distribution and wastewater collection systems installation, operations, maintenance, and repairs; and the safe operation of all associated equipment and tools.
  • Knowledge of work and asset management database systems.
  • Knowledge daily operations to meet all local, state and federal compliance standards regarding traffic safety, ROW maintenance, and rules as they pertain to environmental activities related to water, sewer and reclaimed water; to include current trade practices and technology to diagnose problems and take corrective actions.
  • Skill in team building and motivating subordinates to perform well.
  • Ability to maintain effective working relationships with staff, other departments/teams, contractors, and the general public.
  • Ability to plan, organize, and supervise the work of others.
  • Ability to train, assess and evaluate performance as well as recognize and identify deficiencies within the system.

  • Ability and willingness to work overtime, rotating shifts, including nights, weekends, and holidays.
  • Ability to lift and move equipment in excess of 50 pounds, climb ladders, and work in confined spaces and manholes.
  • Knowledge of water and wastewater treatment plant operations, maintenance, distribution systems and collection systems.
  • Knowledge of water distribution and wastewater collection systems and related equipment.
  • Knowledge of water and wastewater distribution OSHA and safety regulations and guidelines.
  • Knowledge of water and wastewater line installation and maintenance.
  • Knowledge of local, state and federal regulations and guidelines concerning water production and wastewater treatment, as well as water distribution and wastewater collection.
  • Ability to read and understand electrical and mechanical diagrams.
  • Ability to operate machines and equipment used to repair and maintain water/ wastewater systems such as air hammers, air compressors, pipe pushers, hand tools, pumps, torches and drills.
  • Ability to diagnose equipment malfunctions and devise repair procedures, modify maintenance procedures or modify equipment.
  • Ability to recognize and identify deficiencies within the system and take appropriate corrective actions.
  • Ability to plan, organize and supervise the work of others, and to prioritize work among multiple facilities and teams.
  • Ability to effectively recruit, select, develop and retain competent staff.

Responsibilities

  • Performs field-level supervisory oversight of staff, equipment and resources for the Public Utilities Department.
  • Assists with the development and implementation of corrective, preventive, and predictive maintenance programs to facilitate regulatory compliance and to protect the public health.
  • Identifies resource and inventory needs for work tasks through Departmental Work and Asset Management database system.
  • Runs reports to maintain program effectiveness and monitors infrastructure repairs for conformance to specifications.
  • Assigns subordinate work tasks with established guidelines for personnel training, evaluation, scheduling, discipline, daily operations, and preventative maintenance.
  • Assists with purchasing equipment, materials, and services and follows purchasing procedures using County/Department Enterprise Resource Planning business management software systems and Purchase Card applications.
  • Inspects cross-connection controls; installs, evaluates, and repairs master meter assemblies, backflow prevention, and other devices.
  • Locates and marks location of underground utilities to prevent damage during construction and digging operations.
  • Determines construction and maintenance site safety requirements to include using well-point systems for de-watering and shoring during excavation operations.
  • Operates specialized, light, and heavy equipment during work site excavations, as required to facilitate installation, maintenance or repair of water, reclaimed water or wastewater lines and restoring site to original condition when work is complete.
  • Collects and documents field changes into asset management, mapping, account systems, and capturing labor, materials, and equipment charges for repairs.
  • Supervises staff, equipment, and resources for the assigned functional section in the Public Utilities Department.
  • Responsible for the development and implementation of corrective, preventive, and predictive maintenance actions for the assigned functional area.
  • Analyzes performance reports to determine program effectiveness and recommends appropriate program adjustments to management.
  • Monitors equipment repairs for progress and conformance to specifications and standards.
  • Communicates regularly with staff to determine resource needs.
  • Provides cross training to personnel to increase operational efficiency.
  • Assigns subordinate work tasks and establishes guidelines for personnel training, evaluation, scheduling, discipline, daily operations, and preventative maintenance.
  • Determines requirements for staff certification and licensing requirements and ensures these are maintained and updated as required.
  • Reviews and ensures that procedures and guidelines with environmental, health, and safety are in compliance with all Section, County, State, and Federal guidelines.
  • Directs and performs quality control inspections to insure adherence to industry maintenance standards.
  • Inspects work sites to insure safety standards and that all equipment, tools and supplies are used in a safe and efficient manner; Administers work safety program.
  • Coordinates with internal and external customers using appropriate points of contact.
  • Reviews and manages contracts pertaining to maintenance and equipment.
  • Coordinates special projects with participating groups to insure successful job accomplishment.
  • Maintains records, to include project development, equipment utilization, maintenance scheduling, and repair costs to provide comprehensive evaluation data of work progress and completion.
  • Identifies resource and inventory needs for the maintenance program, and makes technical recommendations for subsequent purchases and contract implementations.
  • Provides expense and other cost input for budget development.
  • Provides consultation to customers on matters relating to functional area.
  • Performs other related duties as required.
