Under general supervision, performs technical work inspecting utilities construction projects to ensure compliance with applicable standards as well as federal, state, and local regulations. Work includes inspecting projects involving Utilities Department buildings, facilities, and infrastructure to ensure that materials, methods, and sizing meet local and state codes and the established project specifications. Employee is responsible for reviewing project plans and specifications, inspecting and monitoring ongoing construction, and advising changes to plans to achieve compliance and/or recommending issuance of stop-work orders, as necessary. Work requires the employee to confer with city officials, engineers, architects, contractors, utility customers and to maintain electronic records of individual projects' status and inspections performed. Reports to the Utilities Engineer or designee.

  • Inspects utilities construction projects to enforce state and City ordinances governing minimum standards and requirements of new construction, alterations, and repairs.
  • Inspects utility work within City and Utilities service area.
  • Examines construction methods and materials used to ensure compliance with City planning and development policy and established project plans and specifications.
  • Advises contractors, engineers, architects, and customers of amendments or alterations to achieve compliance.
  • Reviews project plans and specifications to ensure compliance with applicable codes and ordinances.
  • Recommends amendments or alterations to achieve compliance.
  • Inspects utility projects and confers with city officials to ensure approval and acceptance of all site work prior to issuance of certificates of occupancy.
  • Reviews project record drawing for accuracy and completeness.
  • Confers with contractors, architects, engineers, and Utilities officials regarding inspection requests and construction codes.
  • Coordinates with staff on Utility shutdowns as needed for projects.
  • Recommends issuance of stop-work orders on construction jobsites in cases of non-compliance.
  • Schedules inspections and required testing with on-site contractors and Utilities officials.
  • Prepares written reports and records of identified deficiencies.
  • Maintains various records and reports pertaining to the status of ongoing construction projects.
  • Attends project construction meetings as needed.
  • Keeps electronic inspection logs, photos, plan changes, etc. to track project progress.
  • Assists with the department safety program as needed in reviewing policies and procedures for compliance with O.S.H.A. standards.
  • Attends department Environmental Health & Safety monthly meetings.
  • May be requested to inspect existing private lift stations, wastewater collections systems, and water distribution facilities.
  • Responsible for documentation and records management by inputting data into required databases.
  • May be assigned to shift work, may be required to work weekends and holidays, and may be required to respond to after hour calls.
  • Graduation from high school.
  • A minimum of three (3) years of experience in utilities inspections, the construction trade, or building inspections with an emphasis in the water or wastewater industry.
  • Possession of Florida Department of Environmental Protection (FDEP) Level '3' (or greater) water distribution system operator license or the Florida Water and Pollution Control Operators Association (FWPCOA) Level 'C' (or greater) wastewater collections system operator certification.
  • Possession of a valid Florida Driver's License and an acceptable driving record.
  • Non-essential employees will not be required to work during a declared emergency but may be required to work during an undeclared emergency or in the aftermath of an event associated with a declared emergency.
