About The Position

This is a mid-level technical engineering position. Work is of a technical nature performed in the field and office in connection with investigation, development, design, construction, and maintenance of County engineering projects. Responsibilities include performance of varied engineering duties in connection with major and minor municipal utility or public works programs. Work involves the independent application of engineering skills and knowledge of engineering projects of a public service nature and providing assistance to other technical staff. Incumbents are expected to plan working details and to make technical decisions; however, work assignments are received from a professional superior who defines the scope of the work to be performed and reviews the work in process and upon completion. Significant technical problems of a non-routine nature are discussed with a higher-ranking engineer before taking action.

Requirements

  • An equivalent combination of relevant training, education and experience:
  • Bachelor's Degree:
  • Civil Engineering
  • Environmental Engineering
  • Three (3) years of experience in civil or environmental engineering.
  • Must maintain a valid driver's license.
  • Knowledge of departmental policies, plans, and procedures.
  • Knowledge of modern office practices, plans, and procedures.
  • Knowledge of Microsoft Word, Excel, PowerPoint, and other job-related computer programs and software applications.
  • Knowledge of principles, practices, techniques, and instrumentation of the assigned discipline.
  • Knowledge of general construction specifications and standards for a water/wastewater utility or public works facility as appropriate.
  • Knowledge of civil engineering principles, practices, and techniques as they relate to planning, development, and construction of assigned projects.
  • Knowledge of mathematics through calculus and its application to surveying.
  • Skill in public speaking and presentation.
  • Skill in the use of software applications including AutoCAD and other engineering software applications.
  • Skill in effective communication, both orally and in writing.
  • Skill in prioritizing and organizing work.
  • Skill in the use of office equipment such as a computer, multi-line telephone system, scanner, fax machine, and copier.
  • Ability to maintain accurate records and reports
  • Ability to work effectively in a team environment.
  • Ability to provide internal/external guidance and customer assistance via all forms of communication.
  • Ability to read, interprets, and critique engineering construction plans.
  • Ability to make recommendations and to use resourcefulness and tact in solving new problems.
  • Ability to follow technical and complex written and oral instructions.
  • Ability to ascertain priorities and meet deadlines and objectives.
  • Ability to use computers for data entry, word processing, and/or accounting purposes.
  • Ability to author reports, business correspondence, and procedure manuals.
  • Ability to establish and maintain effective working relationships with managers, service providers, other employees, and the general public.

Responsibilities

  • Reviews and approves plan submittals for consistency with departmental and industry standards.
  • Performs in-house designs of utility or public works infrastructure utilizing AutoCAD.
  • Identifies new and existing utility or public works infrastructure from as-built drawings.
  • Prepares and reviews monthly construction progress charts for designed projects.
  • Prepares/reviews and approves permits, plans, specifications, contract documents, pay estimates, and change order addendums.
  • Recommends as-built construction drawing files within department standards.
  • Interprets drawings, blueprints, survey reports, maps, aerial photography, soils reports, environmental reports, and other topographical geologic data to plan projects.
  • Prepares bid packages for the construction of infrastructure improvements, makes award recommendations, and administers construction contracts.
  • Provides technical guidance, direction, and answers questions regarding construction activities, coordinates engineering projects.
  • Prepares construction project budgets and cash flow spreadsheets.
  • Performs basic administrative duties including written reports, memorandums, letters presentations, and electronic correspondence, interaction with vendors, and communication through telephone and meetings.
  • Provides exceptional customer assistance, problem-solving, and/or complaint resolution by all forms of communication.
