About The Position

Utilities Coordinator (Sewer/Fiber/Power) acquires, maintains, and manages land rights for projects infrastructure. Responsibilities include negotiating with property owners for sewer and fiber access, interpreting legal deeds, obtaining permits, and coordinating with contractors to ensure compliance with regulations. Also, onboard fiber vendors to develop and design routes, and construction. This role serves as the central link between Development and Design/Construction teams, driving the design process from early concept through fiber execution. This role ensures that every design decision reflects customer, stakeholder, and operational needs—captured, evaluated, and translated into contract documents that enable predictable, high-quality delivery. This key position requires a highly organized, proactive, and resourceful individual who can collaborate effectively with stakeholders across the organization to optimize development, engineering, design, and construction, drive efficiency, and enhance business performance. Travel is expected to be up to 25% but may increase over time as the business evolves.

Requirements

  • Minimum of 3+ years of experience in land acquisition, real estate, or right-of-way management. Knowledge of sewer, water, or telecommunication infrastructure. Strong communication and negotiation skills for landowner interaction, proficiency with GIS tools and databases, and ability to read/interpret legal documents and engineering blueprints.
  • Bachelor’s degree in land management, natural resources, planning, associate or bachelor’s degree in environmental science, engineering, or related fields is often preferred.

Responsibilities

  • Easement Acquisition: Identify, negotiate, and secure easements, rights-of-way, and permits from private property owners for fiber optic and sewer infrastructure development.
  • Utility Management: Monitor and maintain sewer lines, fiber optic cables, and related infrastructure, ensuring access for repairs and construction.
  • Compliance & Legal: Review, interpret, and maintain property deeds, legal descriptions, and tax information to ensure accurate, legal utility placement.
  • Project Coordination: Coordinate with engineers, contractors, and public agencies to align installation with project timelines and safety regulations.
  • Stakeholder Relations: Act as the primary liaison between landowners, local government, and construction teams to resolve conflicts or issues.
  • Documentation: Maintain accurate records of, fiber inventory, network layouts, and project progress reports.
  • Project Oversight: Manage construction projects, including budgeting, scheduling, permitting, and material procurement.
  • Quality Control & Safety: Conduct site visits to ensure work meets technical specifications, safety standards, and industry regulations.
  • Strong organizational skills, attention to detail, and the ability to prioritize multiple tasks effectively.
  • Risk Management: Identify and mitigate risks associated with easements and fiber connections, ensuring the company’s needs are met without compromising on quality or cost-effectiveness.
  • Maintenance: Coordinate with crews to remove vegetation, trees, and obstructions from sewer/water outfall easements.
  • Key duties include inspecting easements for encroachments (fences, trees), coordinating vegetation clearing/mowing, managing easement records, negotiating with property owners, and overseeing repair crews to ensure compliance with regulations.
  • Is a subject matter expert to others in and outside of the group. Extensive knowledge of multiple facets of the relevant fiber and rights-of-way discipline
  • Collaborate with Finance personnel to develop and manage budgets, ensuring appropriate resource allocation and cost control.
  • Ensure lessons learned at a project level are documented and placed in the feedback loop for continuous improvement at a program level.
  • Excellent communication and interpersonal skills, able to build relationships with stakeholders at all levels of the organization.
  • Manage RFI resolution, design clarifications, change controls, drawing revisions, and design risk escalations
