GovCIO is currently hiring for a User Experience Specialist (SME) to create Human-Centered Design (HCD) strategies, plans, and roadmaps for Navy programs. This position will be located in Arlington, VA and will be a hybrid position.
Responsibilities
Coordinates with business and technology teams, ascertaining system requirements, such as program functions, output requirements, input data acquisition, and system techniques and controls.
Provides technical/functional expertise in identifying, evaluating, developing, and supporting systems.
Analyzes business and technical processes to formulate and develop new and modified business information processing systems.
Interfaces between systems architects/programmers and users located in a specialized area to ensure that information technology designs meet the needs of the end users within an organization.
Documents product/service requirements and develops test procedures to ensure user requests are carried out.
Interacts with testing requirements to ensure traceability and test coverage.
Able to work independently with little to no oversight to accomplish the following: Create Human-Centered Design (HCD) strategies, plans, and roadmaps for Navy programs.
Facilitate HCD information gathering and knowledge elicitation workshops, focus groups, colloquiums.
Develop standard front-end SW/IT user requirements, personas, use cases, heuristics, wireframes and journey maps.
Provide front-end SW/IT user interface (UI) design guidance in accordance with DoD and industry specifications, standards and requirements.
Create SW/IT design concepts, prototypes, test plans and report.
Execute HCD analyses; compile and analyze test data.
Plan and conduct HCD research and analyses to improve Customer Experience (CX); assist with creation and deployment of Customer Experience (CX) surveys.
Analyze user feedback data and translate findings into actionable insights for stakeholders.
Create technical reports and briefings.
Possible travel to military facilities to interface with user populations, acquire feedback on system operations and conduct user evaluations/testing.
Requirements
High School with 10+ years (or commensurate experience).
Clearance Required Secret.
Knowledge, skills and abilities as demonstrated by B.S. or M.S. in Human Factors Engineering or User Experience Research (or) combination of education and applied experience that demonstrates the ability to solve front-end UI problems.
Ability to facilitate knowledge elicitation sessions, user working groups in support of the HCD process.
Knowledge of research methods including usability research and survey design.
Ability to create high quality briefings, reports, and internal/external communications.
Strong writing skills with a keen attention to detail.
Time management skills needed to support various projects simultaneously.
Nice-to-haves
Familiarization with the Department of Defense (DoD) systems acquisition process.
Familiarization with UI design specifications.
Training (or) certification in facilitating Design Thinking Workshops (DTW).
Experience with Qualtrics survey tool.
Experience in data analysis, statistics, psychometrics, or other data analysis-related field of study.
Knowledge of Agile or the Scaled Agile framework (SAFE) for software development.
