About The Position

The University Business Officer provides a full range of duties including business, fiscal/budget management, strategic and operational planning, and human resources management. University Business Officer responsibilities include planning, budget development and administration, financial and operational analysis, fiscal oversight, space administration, and organizational and operational improvements, in addition to serving as a key advisor and critical conduit of transparent information. This posting is for two open positions, one of which will be initially assigned to the Kasiska Division of Health Sciences (KDHS), and the other to the College of Science and Engineering and the Office for Research. The University Business Officer plays a crucial leadership role within their assigned unit and in the University community as a whole to support and communicate the University’s budget principles of: -Trust, transparency, and inclusivity in budget development and administration Maximization of University resources. -Budgeting and decision-making informed by data, strategic plans, and priorities. -Budget structures that foster innovation, stewardship, and resilience. -Empowerment, mutual accountability, responsiveness, and adaptation at the local level. This is a direct reporting relationship to the Chief Budget and Planning Officer. The University Business Officer supervises a team of staff which may include financial technicians, accountants, senior accountants, and other staff. This position is not eligible for new visa sponsorship at this time. Candidates who already hold valid U.S. work authorization may be considered.

Requirements

  • Bachelor’s degree in business, accounting, finance, or a related field.
  • At least (5) five years progressively responsible experience in budget, accounting or finance roles.
  • Experience planning, implementing, and assisting with budget analysis and proposal preparation.
  • Proficiency in utilizing advanced reporting tools and systems to extract, analyze, and interpret financial and personnel data for decision making.
  • Demonstrated commitment to continuous quality improvement.
  • Demonstrated experience mentoring and leading staff to accomplish team objectives. Proven ability to cultivate a culture of continuous learning and development.
  • Excellent oral and written communication skills; ability to communicate financial information to diverse audiences and stakeholders.

Nice To Haves

  • At least eight (8) or more years of experience in budget, accounting or finance roles.
  • Experience working in Higher Education.
  • Experience working in Health Care settings (KDHS position only).
  • Experience directly supervising staff and managing staff development.
  • Related Master’s Degree or Professional Certificate (i.e. MBA, CPA, M.S. in Accounting, Finance, etc.).
  • Experience with Banner or other Enterprise Resource Planning (ERP) systems.

Responsibilities

  • Strategic and Operational Planning:
  • Provide key analytical support evaluating and recommending the fiscal and operational impact of departmental activities, programs, and external affiliations on current and future operations.
  • In collaboration with unit and senior leadership, research and present information on services, operations, and program productivity.
  • Anticipate significant resource and operational issues and opportunities, identify and pursue efficiencies, and present information and analyses to support data-informed decision making.
  • Provide guidance and oversight in the development, implementation, and modification of budgets and financial processes to ensure they meet university direction and strategic priorities, administrative and programmatic needs of units, proper internal controls, and are consistent with all applicable principles, policies, and procedures.
  • Develop reports and analytical tools to provide clear and accessible financial and operating performance data.
  • Develop operational and financial pro formas to support data-informed decision making.
  • Financial Management:
  • In collaboration with senior leadership, manage the business operations of assigned units, internal financial management processes and systems, forecasting, reporting, and fund administration.
  • In collaboration with unit leadership, facilitate and monitor short and long‐range expense planning, allocate funds and advise on unplanned obligations.
  • Establish and/or oversee business office processes.
  • Investigate and analyze data to perform complex reporting tasks.
  • Human Resources:
  • Facilitate management of human resources while supporting a strong commitment to University values.
  • Advise on recruitment, hiring, and personnel strategy as it relates to administrative and business operations and ensure compliance with University policies as well as state and federal regulations and procedures.
  • Hire, train, and supervise financial staff
  • Assist and advise unit leadership in the evaluation and determination of salary and resource commitments.
