About The Position

Ella SA Contracting is seeking an Underground Utilities Project Manager responsible for planning, coordinating, and overseeing all aspects of underground utility construction projects. This includes water, sewer, storm drainage, and other underground infrastructure. The Project Manager ensures projects are completed on time, within budget, managing changes, and meeting quality and safety standards.

Requirements

  • Bachelor’s degree in civil engineering, Construction Management, or a related field (preferred).
  • Proven experience in underground utility construction or a similar industry.
  • Strong understanding of underground utility systems, materials, and construction methods.
  • Proficiency in project management software (Heavy Job, Heavy Big, Foundation).
  • Knowledge of local, state, and federal construction regulations.
  • Excellent communication, leadership, and organizational skills.
  • Ability to manage multiple projects simultaneously.
  • Valid driver’s license and ability to travel to job sites as needed.

Nice To Haves

  • Professional Engineering (PE) license or Project Management Professional (PMP) certification.
  • Experience working with GIS mapping tools and utility locating technology.
  • Familiarity with green infrastructure or sustainable construction practices.
  • Estimating Software plans- Planswift, Heavy Bid, HCSS Plans for example.

Responsibilities

  • Develop comprehensive project plans, including scope, budget, schedule, and resources working collectively with the General Superintendents.
  • Coordinate with clients, engineers, and subcontractors to define project requirements.
  • Monitor project progress and adjust plans as needed to meet objectives.
  • Prepare detailed cost estimates and budgets.
  • Track project expenses and manage changes to the project scope or costs.
  • Ensure financial targets are met while maintaining quality standards.
  • Obtain necessary permits and ensure compliance with local, state, and federal regulations.
  • Ensure adherence to environmental and safety guidelines throughout the project.
  • Lead project teams, including General Superintendents and foremen, and subcontractors.
  • Assign responsibilities and set expectations for team members.
  • Provide mentorship and training to junior team members as needed.
  • Serve as the primary point of contact for clients and stakeholders.
  • Provide regular updates on project status, challenges, and solutions.
  • Facilitate meetings with stakeholders to review progress and address concerns.
  • Develop and enforce quality control plans to ensure high standards in collaboration with General Superintendents.
  • Implement and monitor safety protocols to minimize risks and maintain compliance in collaboration with General Superintendents.
  • Conduct site visits to inspect work progress and resolve issues.
  • Maintain accurate project records, including contracts, permits, schedules, and budgets.
  • Prepare and submit project reports to stakeholders and company leadership.
  • Ensure proper project closeout, including final documentation and turnover to the client.
