About The Position

Since 1996, RQ Construction, LLC has been a leading force in Southern California's commercial and governmental Design-Build market. With projects spanning from coast to coast-and internationally at locations such as U.S. Naval Base Guantanamo Bay, Cuba, and Puerto Rico-we deliver full-service project management across the United States. Our field operations teams work on-site to execute fast-track, high-quality construction specializing in new commercial builds with a strong emphasis on Department of Defense projects. We are currently seeking a Underground Utilities Foreman to join our Field Operations team for construction projects in the Aguadilla, Puerto Rico area. The foreman is responsible for the daily supervision, direction, and coordination of assigned construction crews performing storm water installation, site sanitary, and site water utility work on a project jobsite to safely produce quality work, within project requirements, targeted budget, schedule, and in alignment with RQ's Mission, Vision, and Values.

Requirements

  • A high school diploma or GED is the minimum formal education required for this position.
  • Five or more years work experience in a Foreman position (e.g., scheduling, ordering, field supervision, quality control, safety, and production of all phases in construction), over electrical trades on medium or large projects is required.
  • Foreman experience in utilities installation specifically water, sanitary, sewer, and storm systems.
  • CPR, First Aid, and OSHA 30-hour Certifications, EM-385, and STS required

Nice To Haves

  • College courses in construction management, engineering, etc. preferred.
  • Three or more years (or equivalent) field or trade work experience in the underground utility industry highly desirable; government, military, or large commercial construction experience preferred.
  • Work in the design-build industry is preferred.
  • Computer literacy (Microsoft Office, Outlook, Internet, etc.) preferred.
  • Specific software literacy (Primavera 3/6, Oracle, BIM, Revit/Autodesk) preferred.
  • Spanish-English bilingual skills desirable.

Responsibilities

  • Lead, supervise, and coordinate of assigned construction crews performing storm water installation, site sanitary, and site water utility work.
  • Ensure all work meets project specifications, schedule requirements, and quality standards.
  • Promote and enforce jobsite safety practices consistent with company and regulatory requirements.
  • Assist with scheduling, workflow planning, and material coordination to support productivity.
  • Collaborate with project managers and field leaders to resolve challenges and maintain progress.
  • Utilize appropriate equipment and tools while ensuring safe and proper operation.
