About The Position

WSP is currently initiating a search for a Underground Transmission Line Inspector for our Power Constructors, Inc. (PCI) sector Honolulu, Hawaii office. This position will have the ability to work remotely from Honolulu through the summer and then can work from any location in the 48 states. Be involved in projects with our Inspection Team and be a part of a growing organization that meets our clients' objectives and solves their challenges. This Opportunity Provides advanced technical and operational leadership on complex construction projects by overseeing field execution, managing stakeholder coordination, and driving performance across safety, quality, schedule, and cost parameters. Serves as a trusted advisor to clients, contractors, and internal teams by applying expert-level construction knowledge to resolve field challenges, streamline operations, and support decision-making. Leads the implementation of construction procedures, risk mitigation strategies, and process improvements that align with project objectives and WSP standards. Actively supports the development of project delivery strategies, leads on-site coordination efforts, and mentors project team members to ensure consistent, high-quality outcomes across varied project environments.

Requirements

  • Bachelor’s degree in construction management or closely related discipline, or demonstrated proven equivalent experience.
  • 7 to 10 years of relevant post-education experience in construction management or related areas.
  • Expert knowledge of construction practices, contract administration, and field coordination processes.
  • Demonstrated leadership in managing construction field activities across large and complex projects.
  • Proven ability to evaluate design documents and identify constructability issues or value engineering opportunities.
  • Experience with critical path method scheduling, earned value tracking, and progress assessment.
  • Advanced understanding of site safety practices, incident response protocols, and hazard mitigation strategies.
  • Familiarity with federal, state, and local permitting, inspection, and environmental compliance requirements.
  • Strong working knowledge of QA/QC standards, field inspection practices, and documentation procedures.
  • Proficiency in reading and interpreting technical specifications, shop drawings, and contract documents.
  • Proven ability to negotiate and resolve field conflicts and change-related impacts.
  • Proficiency with construction management software such as Procore, Bluebeam, or similar platforms.
  • Working knowledge of project controls systems and integration of field data into cost/schedule tracking.
  • Experience supporting and responding to audits, claims, and forensic field evaluations.
  • Ability to manage multiple contractors and site activities simultaneously across various phases.
  • Experience training, mentoring, and leading junior and mid-level construction professionals.
  • Strong communication and interpersonal skills for working with field staff, designers, clients, and stakeholders.
  • Ability to support proposal development through constructability insight, field logistics, and execution planning.
  • Demonstrated capability in writing clear and actionable reports, correspondence, and field memos.
  • Understanding of commissioning, system startup, and final project turnover activities.
  • Experience supporting dispute resolution processes and negotiating technical solutions.
  • Proven record of ethical behavior, sound judgment, and professional conduct in field environments.
  • Demonstrated ability to support innovation and efficiency in construction delivery through lessons learned and best practice sharing.

Nice To Haves

  • Master's Degree.
  • Certified Construction Manager (CCM) or equivalent certification.
  • Minimum 15+ years knowledge of Transmission Line work, foundations and stringing of conductors, and Transmission Substations and facilities, are all strongly preferred (this will substitute for the degree and certifications listed above.
  • OSHA 30-hour safety certification or similar training credential.
  • Experience managing field operations for major infrastructure, transportation, or building projects.
  • Proficiency in Primavera P6 or other enterprise scheduling software.
  • Involvement in industry groups such as CMAA, ASCE, or DBIA.

Responsibilities

  • Lead construction field oversight efforts to ensure compliance with contract documents, design specifications, and regulatory standards.
  • Coordinate across multidisciplinary teams and contractors to align construction sequencing, resource planning, and project phasing.
  • Review and approve RFIs, submittals, shop drawings, and construction change documentation.
  • Identify and resolve complex field issues through direct coordination with design engineers, contractors, and stakeholders.
  • Evaluate project schedules and proactively address risks that may affect critical path activities or milestone completion.
  • Supervise construction quality assurance processes, testing protocols, and corrective actions.
  • Lead construction site safety assessments, hazard identification, and coordination with safety officers.
  • Facilitate construction progress meetings, generate executive-level reporting, and brief clients on field conditions.
  • Monitor fieldwork progress and contractor performance relative to scope, budget, and timelines.
  • If required, review and verify contractor payment applications and support change management processes.
  • Support constructability reviews, design feasibility evaluations, and preconstruction planning efforts.
  • Document project risks, mitigation strategies, and field observations in alignment with project reporting standards.
  • Coordinate with environmental and permitting specialists to ensure compliance with site-specific regulations.
  • Contribute to the development of logistics plans, site access strategies, and staging coordination.
  • Mentor and guide junior staff, providing field-based training and technical knowledge transfer.
  • Support the review and negotiation of construction claims or disputes by contributing technical analysis and field documentation.
  • Engage in lessons learned exercises and contribute to continuous improvement of construction delivery systems.
  • Serve as a field-based representative of WSP in interactions with client representatives, contractors, and public agencies.
  • Support the implementation of digital construction management tools and ensure consistent documentation practices.
  • Assist with technical input to proposals and business development pursuits as needed.
  • Drive alignment between field conditions and project controls by collaborating with scheduling and cost management teams.
  • Maintain a thorough understanding of emerging construction practices, industry standards, and regulatory developments.
  • Exercise responsible and ethical decision-making regarding company funds, resources, and conduct, and adhere to WSP’s Code of Conduct and related policies and procedures.
  • Perform additional responsibilities as required by business needs.
