The position serves as a mentor and project lead, providing guidance to less experienced staff members while establishing and maintaining a consultative partnership with business areas or clients. The role requires translating business requirements into functional specifications and identifying, defining, and developing solutions to application and system problems. The incumbent acts as a primary contact and resource, representing and interpreting client needs to technical staff, ensuring that solutions meet overall client business needs and expectations. This position demands a considerable to extensive understanding of business operations and functional areas to evaluate and analyze business workflows effectively, recommending alternative approaches for process improvement. Work activities require advanced competency in the supported application, with excellent communication and facilitation skills necessary to interface with varied interests and audiences. The role also requires solid analytical, problem-solving, and decision-making skills to develop effective solutions to application and process issues, maximizing application capabilities to meet client business needs. At this level, the position acts as a Subject Matter Expert (SME) in key areas supported, design methodology, or complex applications, often functioning as a “super-user.” The incumbent will serve a leadership role, providing direction to team members and integrating possible solutions across operational and functional areas, working with enterprise, regional, or local level applications and users deployed across multiple ministry organizations and geographic locations. Essential functions include interfacing with business owners to understand and define business requirements, serving as a liaison between clients and technical support staff, and working extensively with home office business partners. The role involves researching and evaluating operational workflows, investigating practices, processes, and procedures, and meeting with decision-makers to define business requirements. The incumbent will analyze current business system issues, develop process improvements, and participate in best practices. Additionally, the position requires developing and maintaining complex project plans, conducting process flow mapping, gap analysis, and assisting with conversion initiatives, cutover preparation, and testing. The role also includes facilitating meetings, demos, and training sessions with clients, implementing new or upgraded applications, and providing guidance and training for smooth transitions.
