About The Position

The Texas Water Development Board (TWDB) is seeking a Government Relations Specialist II to perform advanced legislative and consultative work within the Government Relations Division. This role involves serving as a liaison between the agency and governmental and legislative entities, requiring initiative and independent judgment. The position reports to the Director of the Government Relations Division and includes responsibilities such as attending legislative hearings, coordinating responses to inquiries, and developing communication protocols with legislators.

Requirements

  • Graduation from an accredited four-year college or university with a bachelor's degree in Business Administration, Economics, Marketing, Policy, Planning, Political Science, Psychology, Sociology, or a related field.
  • Three years of relevant work or internship experience in government relations or related field.
  • Experience writing a variety of documents.
  • Submission of three writing samples with the application.

  • Experience related to local, state, or federal water policy.
  • Experience with water planning, science, conservation, infrastructure financing, or natural resources policy.

Responsibilities

  • Participates in agency activities related to the legislative session.
  • Attends legislative hearings and meetings with legislators, legislative staff, and other legislative liaisons.
  • Coordinates responses to legislative inquiries and reviews and edits legislative correspondence.
  • Coordinates communication with legislative support and executive agencies.
  • Monitors standing and interim committee schedules and agendas and communicates relevant information to agency management.
  • Prepares report summaries of meetings and hearings.
  • Assists with preparing reports on newly enacted laws and pending state and federal legislation.
  • Assists with developing proper protocol and procedures for communicating with legislators and staff.
  • May identify a need for, develop, schedule, and conduct legislative training for employees within an agency.
  • Represents the agency at appropriate conferences and seminars.
  • Develops and maintains effective communication and working relationships with other state agencies, legislative staff, associations, organizations, advocacy groups, and the general public.
  • Participates in program activities as assigned to achieve common goals and advances the work of the agency.
  • Maintains confidential and sensitive information.
  • Ensures individual and team files (electronic and hard versions) are appropriately maintained and timely disposed of in accordance with the agency’s records retention procedures and schedule.
  • Maintains required certifications and licenses and meets the continuing education needs and requirements of the position to include, attending mandatory training courses.
  • May be required to operate a state or personal vehicle for business purposes.
  • Performs other duties as assigned.
