About The Position

The TSS Statewide Procurement Specialist is responsible for managing state-level procurements for various state agencies and institutions of higher education. This role involves providing guidance on procurement methods, laws, and regulations, as well as conducting public bid openings, negotiating contracts, and monitoring vendor performance. The specialist plays a crucial role in ensuring compliance with state procurement policies and offers training to procurement staff.

Requirements

• Bachelor's degree in business administration, public administration, procurement, materials management, or a related field.
• Four years of experience in public or private sector procurement as a buyer or in a related field.
• Ability to review and analyze agency specifications and write solicitation documents.
• Ability to conduct public bid openings and evaluate vendor proposals.
• Ability to negotiate contract terms and conditions and monitor vendor performance.
• Knowledge of financial and procurement software applications.

Responsibilities

• Review and analyze complex state-level procurements across various commodity and service groups.
• Determine the appropriateness of procurement requests and research market conditions and trends.
• Provide technical and legal guidance to agency procurement personnel and evaluation committees.
• Conduct public bid openings and evaluate vendor bid proposals.
• Negotiate contract terms and conditions, award contracts, and monitor vendor performance.
• Administer statewide contracts and negotiate with vendors on terms and pricing.
• Utilize financial and procurement software to enter and retrieve information and compile reports.
• Train new procurement buyers and agency staff, developing training materials as needed.
• Participate in the review and development of legislation, policy, and procedures related to procurement.

• Competitive salary range from $45,010.00 to $71,792.00.
