Explore more details on the Benefits of Working at HHS webpage. The Trust Fund (TF) Compliance Analyst (TFCA) works under the general direction of the TF Unit (TFU) Manager. The TFCA has considerable latitude and independent judgement while performing their duties. The TFCA must communicate on a complex level with internal and external stakholders to provide, exchange, or verify information; provide technical assistance; and addresss issues or resolve problems. The TFCA assures that the TFU activities follow established procedures and rules as set forth in the Texas Administrative Code (TAC) and Texas Human Resources Code (HRC), as they apply to Texas nursing facilities and Intermediate Care Facilities for Individuals with Intellectual Disabilities or Related Conditions (ICF/IID). This position reviews, develops, and modifies policies and procedures, goals and objectives, and tools and forms for the TF Monitoring (TFM) program. This position serves as a lead worker providing direction to others, and may be responsible for overseeing and reporting to management the work of others. This position may travel up to 20% depending on the needs of the program.

Requirements

  • Skill in the use of TULIP, TIERs, and PS Win.
  • Ability to multi-task, organize, and prioritize workload.

  • Ability to interpret and apply rules and procedures.
  • Ability to communicate both in writing and orally on a complex level.

  • Ability to identify problems and develop solutions.
  • Graduation from an accredited 4-year college or university with emphasis in accounting, business administration, or a related field. Experience conducting nursing facility or ICF/IID trust fund monitoring and investigations may substitute for education on a year-by-year basis for a maximum of 4 years.
  • Experience in accessing client information in Texas Unified Licensure Information Portal (TULIP), Texas Integrated Eligibility Redesign System (TIERS), and Provider Service Windows (PS Win).
  • Experience in creating and editing Word and Excel documents.

Nice To Haves

  • Minimum of 3 years’ experience working in nursing facility and ICF/IID trust fund monitoring and investigation is preferred.
  • Experience in processing applications in TIERS for financial assistance in the Medicaid for the Elderly and People with Disabilities program (MEPD) is preferred. This may include processing applications for assistance with institutional and Long-term care; Medicare out-of-pocket costs; and Incurred Medical expenses

Responsibilities

  • Pre-screen financial investigation reports. Assure that all allegations are addressed; evidence is appropriate; grammar and spelling are correct before sent to Investigation Lead for final approval.
  • Provide assistance to the monitors during the investigation process. May include researching resident or Medicaid payment information in Texas Unified Licensure Information Portal (TULIP), Texas Integrated Eligibility Redesign System (TIERS), and Provider Service Windows (PS Win).
  • Documents compliance progress notes on each monitor’s investigative work and provides to management.
  • Screens Vendor Hold requests for accuracy before submission to HHS Vendor Hold Department.
  • Performs quality reviews on files uploaded to NeuDocs and tracks monitor’s progress.
  • Updates Word forms and Excel tools used in monitoring and investigations.
  • Updates and formats TFU Handbook and Appendices.
  • Plans, coordinates, conducts Informal Reviews, and composes the resulting documents.
  • Coordinates, conducts and processes Employee Misconduct Registry (EMR) referrals.
  • Primary contact for the Trust Fund Unit mailbox.
  • Other duties as assigned.
