About The Position

The Tribal Transit Manager will be responsible for the overall administration and daily operations of the Winnebago Tribal Transit Program. The Tribal Transit Manager will: create routes, determine transit needs of Winnebago, hire and supervise the Lead Driver and support staff, order busses and equipment, set and monitor policy, manage budget, coordinate maintenance, maintain related records and insure compliance with Federal Transportation Administration Grant Guidelines.

Requirements

  • High School Diploma or GED required.
  • Associate and/or Bachelor’s Degree in Business or related field preferred.
  • Strong knowledge of bus transportation systems, typically acquired by working a minimum of one years as a transportation manager or three years as a bus driver combined with supervisory or management experience.
  • Working knowledge of state and local regulations governing public/private transportation schedules.
  • Ability to coordinate efficient routes with service and educational schedules.
  • Strong oral/written communications skills.
  • Working knowledge of requirements for CDL Licensing.
  • May be required to fill in as driver when necessary.
  • Ability to pass drug screen and background checks.
  • Must meet Driver Eligibility Guidelines

  • Bus Driver “trainer” experience highly desirable.

Responsibilities

  • Demonstrates the Winnebago Tribe’s core mission, vision, and values
  • Responsible for the day to day administration of DOT Tribal Transit grants including creation and submission of required grant reports in the Transit Award Management System (TrAMS) and National Transit Database (NTD).
  • Manage Tribal Transit Program budget, assuring that expenditures are appropriate and within allowable reserves.
  • Responsible for the submission of DOT Grant applications in conjunction with the Tribal Planning department, including formula fund grants.
  • Responsible for creation and evaluation of annual and long term plans for the Tribal Transit Program, as required by DOT.
  • Work with Lead Driver to maintain regular routes on the route/drive schedule as needed.
  • Responsible for the acquisition and disposal of vehicles in accordance with DOT and Tribal Procurement and Inventory policies.
  • Coordinate with Lead Driver, Office Manager, and Inventory/ Insurance Clerk to maintain an accurate inventory of Transit vehicles during the acquisition and disposal of vehicles.
  • Provide outreach to Tribal programs and General Public to coordinate services.
  • Engage with the Tribal Transit Committee as appropriate.
  • Conduct regular staff meetings and problem solving sessions with Transit employees.
  • Evaluate and revise all policies, procedures and handbooks as needed per federal/State regulations and in accordance with agency directives and guidelines.
  • Work with Tribal HR Department to evaluate and revise Tribal Transit Drug testing policies and procedures as needed to ensure compliance with DOT guidelines.
  • Maintain accurate records documentations of training, licensing, drug and alcohol testing, physicals, driving records, timekeeping, etc.
  • Work with Insurance/ Inventory Clerk and Lead Driver to ensure reporting is carried out to insurance carriers in the event of agency vehicle accident.
  • Assess transportation, grant guidelines and training needs: evaluate requests for services, creating plans to assure that both adequate transportation and qualified drivers are available to meet needs.
  • Conduct and attend meeting and trainings as appropriate.
