About The Position

This position is responsible for working with Indian Health Services and Tribal Communities inPartnership HealthPlan of California (Partnership) assigned counties. Participates in the design,implementation, and/or expansion of strategic programs and departmental initiatives inrelationship to tribal and Indian health services deliverables. Develops and delivers programgoals, measures, and reports. The Liaison will be responsible for a range of functions to improvethe physical, behavioral and oral health of American Indian/Alaska Native (AI/AN) Partnershipmembers. Communicates with network providers, members and other stakeholders in thePartnership service area to coordinate this work.

Requirements

  • Bachelor’s degree in Business Administration, Business Management,Computer Science or relevant field and at least two years of relevantprogram management experience required. In lieu of degree, aminimum of six (6) years of relevant experience in the field withAI/AN tribal entities and program; to include a minimum of four (4)years program management experience will be considered.
  • Demonstrated knowledge of tribal culture, beliefs, and historyrepresented at each of our assigned counties. Experience working withthe Indian Health Services/Tribal Health/ Urban Indian Health Programdelivery system.
  • Critical thinking, strong organization skills with ability to prioritizeassignments and manage time effectively. Effective communicationskills, both verbal and written, to interpret and articulate projectrequirements to involved stakeholders. Excellent attention to detail.
  • Working knowledge of project management methodologies required.
  • Valid California driver’slicense and proof of current automobile insurance compliant withPartnership policy are required to operate a vehicle and travel forcompany business.

  • Program Management Professional (PgMP) or Project ManagementProfessional (PMP) certification preferred.

Responsibilities

  • Acts as a Tribal Health and Indian Health Liaison to relevant Tribal and Indian HealthNetwork Providers and Facilities.
  • Travels to Tribal Health and Indian Health facilities in Partnership counties to engage andconnect with Tribal health at all levels and create social and professional relationships.
  • Works with each Indian Health Service Facility in Partnership assigned counties.
  • Responsible for educating and coordinating providers and teams on appropriate referrals.
  • Responsible for supporting resolution of payment for services provided.
  • Coordinates communication with Partnership contracted tribal health centers.
  • Participates in state-wide tribal health activities:
  • Regular meetings of California Rural Indian Health Board
  • Local office of Indian Health Services Affairs in Sacramento
  • Annual National Indian Health Services Meeting
  • Be available to meet and talk to tribal councils and tribal health board of TribalHealth Centers
  • DHCS convened tribal health
  • Ensures Partnership staff have ongoing education on the history of discrimination(individual and systematic) against Native Americans.
  • Maintains a database of key information about contracted tribal health providers,including contacts, quality scores, and structure of the health center, tribes served, sites,patients served, and most recent GPRA reports.
  • Writes and updates an annual analysis of tribal health relationships and activities,including a strategic plan and tactical plan that is aligned with other Partnership priorities.
  • Creates and delivers program information and reports to both internal and externalstakeholders.
  • Develops and implements strategies to engage stakeholders.
  • Leads program evaluation and continuous improvement.
  • Guides program staff in successful implementation of program activities.
  • Negotiates and resolves program issues and concerns with internal and externalcustomers with minimal support.
  • Develops and executes program communication plans and updates.
  • Reviews program data accuracy, completeness, and required submissions.
  • Schedules and facilitates program meetings.
  • Identifies and resolves program issues and concerns to ensure risk is mitigated in a timelymanner and recommends solutions to leadership for final decision as necessary.
  • Other duties as assigned.
