About The Position

The Special Projects Manager at the Northwest Portland Area Indian Health Board (NPAIHB) is responsible for coordinating the organization's participation in Public Law 93-638 Subpart J Special Projects. This role involves ensuring compliance with agreements, managing construction contracts, and collaborating with various stakeholders to achieve positive project outcomes aligned with NPAIHB's mission and strategic plan. The position requires local and occasional overnight travel to represent NPAIHB at contract-related meetings and events.

Requirements

  • Bachelor's Degree in Civil Engineering, Construction Management, Architecture, or related field.
  • At least ten (10) years of progressively responsible experience managing health facility related construction projects.
  • At least five (5) years of experience working with Public Law 93-638 construction contracts and subcontractors.
  • At least five (5) years of professional experience working with Tribes, Tribal organizations, Tribal communities, and/or Tribal health clinics.

Nice To Haves

  • Direct experience working with Northwest Tribes.
  • Experience working with the Indian Health Service and/or Tribal healthcare facility planning and construction.
  • Experience managing construction-related grants, contracts, funding, and budgets.

Responsibilities

  • Coordinate NPAIHB participation in Public Law 93-638 Subpart J Special Projects.
  • Manage construction contracts, including reviewing documents and leading negotiations.
  • Monitor contract execution for compliance with budget, schedule, and performance requirements.
  • Prepare periodic status reports for stakeholders on contract progress.
  • Provide training and technical assistance related to IHS Healthcare Facilities services.
  • Attend and represent NPAIHB at contract-related meetings and events.
