About The Position

Under general supervision, provides overall direction, administrative management, support services and direct supervision of Enrollment Department staff. Work assignments are procedurally complex and require considerable expertise in the assigned function area. Incumbents are considered a resource for information in their respective specialized operations and/or expertise. Work is performed under minimal supervision and confidentiality is exercised. Duties require a broad understanding and discretion in the interpretation and application of guidelines, policies and work methods. Works closely with Enrollment Committee to ensure proper implementation of Tribal Council approved Enrollment Ordinance.

Requirements

  • Bachelor's degree in a relevant field. Six (6) years of Tribal Enrollment experience may be considered in lieu of degree.
  • Four (4) years general office experience.
  • Three (3) years of supervisory experience.
  • Ability to pass National Background check.
  • Evaluating employees and disciplining as appropriate.
  • Following through on assignments as directed.
  • Conducting research on specific work assignments as directed.
  • General office principles and practices.
  • Operation of standard office equipment.
  • Computer software applications relative to the position assignment.
  • Basic accounting, mathematics and statistics.
  • Program specific information, terminology and/or equipment.
  • Records management systems and practices.
  • Analysis and problem solving.
  • Oral and written communication.
  • Ability to provide training.
  • Customer service, in person and on the telephone (discretion, patience, etiquette and professionalism).
  • Maintaining confidentiality on all aspects of the job.
  • Must have knowledge of the history of the Muckleshoot Tribe, genealogy, and family relationships and be able to convey this information to others when requested
  • Frequently sit, walk, climb stairs, bend, crouch, reach (below waist, at waist), twist, push/pull, use manual and finger dexterity.
  • Occasionally stand, kneel, grasp, and drive.
  • Continuously will speak, use vision and hear.

  • Enrolled member of the Muckleshoot Indian Tribe.

Responsibilities

  • Denies and approves Tribal enrollment applications based on Tribal guidelines; presents eligible applications to Enrollment Committee for consideration; prepares enrollment resolutions for presentation to Tribal Council.
  • Responsible for issuing Tribal Membership Identification cards.
  • Schedules and performs DNA Testing on all Eligible applicants.
  • Manages the work of contractors and/or consultants.
  • Manages the fiscal responsibilities of the program, including preparing and managing budgets.
  • Monitor and direct the quality of work of subordinate employees. Identify and solve workload and scheduling problems to ensure deadlines are met; provide assistance with difficult assignments. Interview, select and train employees for assigned positions; evaluate employees’ performance and determine necessary action; coordinate and implement decisions on discipline problems and approve leaves.
  • According to established policies and prescribed guidelines, control and/or oversee the proper maintenance, archiving, release, and destruction of vital records, exhibits and/or files that may impose consequences on the Tribe if mishandled.
  • May generate responses to internal and/or external customers addressing complaints, concerns and problems of a controversial and sensitive nature that must be treated with a high degree of discretion; work may involve legal, and/or other specialized materials, extensive statistical reports, editing policies and procedures, ordinances, contracts, public notices or other documents, requiring a comprehensive understanding of the subject matter.
  • Works closely with Bureau of Indian Affairs, has a good understanding of the Bureau’s policies on Tribal enrollment, and submits enrollment supplements to the Bureau in a timely manner.
  • Scheduling and Issuing Enhanced Tribal Cards(ETC) to Eligible Tribal members.
  • Works as the Authorizing agent on all ETC applications to ensure all the information is current and accurate.
  • Oversees the Issuing agent and Verifies all ETC chips are written and read correctly before pushing files to DHS/CBP.
  • Works closely with Department of Homeland Security and U.S customs and border protection to stay in compliance with our Memorandum of Agreement.
  • Schedules background checks on all staff handling the ETC software.
  • Schedules all staff to attend mandatory classes and obtain certifications to operate the ETC system.
  • Works closely with the assigned vendor to order ETC supplies such as applications, card stock, GS1 barcodes and equipment.
  • Responsible to train all new staff on the ETC software and the secure Filing and Logging Procedures.
  • Conducts confidential research in regards to genealogy, family relationships and possible eligibility for applicants.
  • Navigates and interacts with various Tribal Government programs.
  • Maintains and recommends policy updates to the Enrollment Committee and the Tribal Council, in accordance with the Enrollment Ordinance.
  • Because of the Tribe’s commitment to community service and the well being of its members, each employee may be expected to perform a wide range of office and field duties from time to time. Such duties may or may not be related to their regular responsibilities
