About The Position

The Treaty Compliance Lead / Liaison to the Deputy Assistant Secretary of the Army for Environment Safety & Occupational Health (DASA(ESOH)) provides specialized guidance and oversight for treaty compliance activities within the Headquarters Department of the Army. This position serves as both a subject matter expert and the primary interface between the Army’s Treaty Compliance and Surety Division (DAMO-SSD) and DASA(ESOH), ensuring the Army’s obligations under arms control agreements and related regulations are met. The Treaty Compliance Lead plays a pivotal role in the development, implementation, and coordination of treaty compliance strategies, supporting Army leadership in policy formulation, data management, and stakeholder engagement. The role is key to ensuring the Army’s success in fulfilling national and international arms control, non-proliferation, and surety commitments within a highly regulated federal environment. Must be a U.S. Citizen. Must have an active Top Secret clearance with SCI eligibility.

Requirements

  • Bachelor’s degree in international relations, national security studies, area studies, biochemistry, physics, nuclear engineering, or a related field
  • Minimum of 5 years of progressive experience in arms control treaty compliance, non-proliferation policy, or related Army/DoD regulatory environments
  • Demonstrated experience interacting with Army staff, Joint Staff, or Office of the Secretary of Defense organizations on arms control, treaty, or surety issues
  • Proven ability to coordinate complex projects, communicate effectively with senior leadership, and manage multiple stakeholder inputs
  • Experience with data management, regulatory analysis, and report production
  • Exceptional written and verbal communication, analytical, and organizational skills
  • Familiarity with Army policy development, federal regulatory compliance, and best practices for managing sensitive or classified information
  • Must be a U.S. Citizen.
  • Must have an active Top Secret clearance with SCI eligibility.

Responsibilities

  • Serve as the principal liaison between the Treaty Compliance and Surety Division (DAMO-SSD) and the Deputy Assistant Secretary of the Army for Environment Safety & Occupational Health (DASA(ESOH)) on all matters relating to arms control treaties and agreements
  • Provide subject matter expertise on treaty implementation, compliance monitoring, and interpretation of regulatory and policy requirements across the Army
  • Coordinate the collection, validation, and management of data and documentation required for arms control treaty reporting and compliance activities
  • Support the development and revision of guidance documents, executive summaries, reports, and after-action reviews related to treaty compliance efforts
  • Participate in and support working groups, interagency meetings, and briefings with internal and external stakeholders, including the Department of Defense, Joint Staff, the Department of State, and international partners
  • Monitor emerging policy and regulatory changes, providing impact assessments and recommendations to leadership and affected Army elements
  • Liaise with Army commands and relevant organizations to ensure the Army’s equities are protected and compliance activities align with legal and operational requirements
  • Ensure timely preparation and submission of required treaty-related deliverables in accordance with contract, Army, and federal guidance
  • Promote workforce stability and continuity in compliance activities and provide mentorship to staff on treaty and surety program requirements
