About The Position

The Treasury Accounting Manager at Community Colleges of Spokane (CCS) is responsible for supervising the daily operations of the treasury management and accounts receivable department. Requirements

  • Bachelor's degree in Accounting, Business, or related field from an accredited institution.
  • Two years of increasingly responsible experience as a professional accountant or financial analyst, including supervision of accounting staff.
  • Knowledge of governmental accounting principles, GAAP, and auditing practices.
  • High skill levels in automated spreadsheets and financial analysis tools.
  • Ability to analyze complex financial and statistical data.
  • Ability to understand and apply Federal and State Accounting and Financial Reporting Laws.
  • Ability to supervise a diverse workforce and monitor fiscal activities.
  • Excellent written and oral communication skills.

Nice To Haves

  • Certification as a Public Accountant (CPA), Government Financial Manager (CGFM), or Management Accountant (CMA).
  • Experience in a State of Washington college or public agency.
  • Knowledge of governmental (fund) accounting.
  • Experience supervising in a unionized workforce environment.

Responsibilities

  • Supervise daily operations of the treasury management and accounts receivable department.
  • Ensure compliance with Federal and State laws, Washington Administrative Code, CCS policies, and GAAP in all accounting functions.
  • Oversee treasury management function, including analysis and reconciliation of bank statements.
  • Accurately record and reconcile investment statements with general ledger balances.
  • Conduct monthly Sales and Use Tax reconciliation, preparation, and filing.
  • Monitor fiscal recordkeeping systems and recommend corrective actions for errors.
  • Oversee unclaimed property procedures according to Washington State law.
  • Prepare financial reports for the Chief Financial Officer and District Director of Financial Services.
  • Review fiscal transactions for accuracy and compliance with established standards.
  • Assist in the development and maintenance of computerized financial management systems.
  • Establish controls and procedures for cash disbursements and treasury management.
  • Supervise and evaluate classified and part-time employees, ensuring efficient operations.
  • Educate staff on performance expectations and provide feedback on performance.
  • Represent the college at professional meetings and serve as a liaison to community organizations.
  • Support and advance the CCS strategic plan.
