To improve and provide a safe highway system which includes installing traffic and erosion control devices; operating a variety of hand and power tools, performing various maintenance repairs/upgrades to the highway system, including but not limited to pavement, shoulders, ditches/drainage facilities, vegetation control, litter/debris removal, snow and ice control/removal, and other emergency situations as may be required. As experience, ability, and Department needs mandate, individual will operate entry to middle level equipment. The Transportation Worker II position within the Onslow County Maintenance Unit, located in Jacksonville, NC, involves a diverse range of progressively complex maintenance activities related to the preventive maintenance, repair, and construction of state-maintained roadways and roadside infrastructure. Responsibilities include the installation of traffic control and erosion control devices, clearing rights-of-way, grading roadways, maintaining unpaved roads, performing pavement repairs, installing drainage pipes, inspecting contract work, and monitoring manual labor activities. Participation in emergency response operations such as traffic accident cleanup, snow and ice removal, hurricane recovery, and other urgent situations as they arise is required. The role involves operating various heavy equipment, including bulldozers, excavators, backhoes, skid steers, tandem dump trucks, forklifts, front-end loaders, tractor trailers, motor graders, rollers, and other machinery as needed. Flagging operations to ensure safe traffic flow through work zones and performing manual labor for extended periods are also essential duties. Additional duties may be assigned as necessary. A working knowledge of the principals involved in the operation and use of assigned equipment is required, along with the ability to perform assigned tasks and follow oral and written instructions as directed by supervisors. Manual labor duties include, but are not limited to, operating chainsaws, shoveling, driving trucks, and litter pickup. The ability to operate the minimum amount of equipment required at the preceding level is essential. Employees at this level may also receive training on and operate equipment associated with the specialist level for a limited portion of their time. Work may involve repeatedly lifting up to 50 pounds and requires the physical ability to climb, bend, traverse steep and uneven terrain, and work in extreme temperature conditions. The position requires working under adverse weather conditions—such as snow, ice, tornadoes, and hurricanes—and availability for emergency response, including extended hours, weekends, and holidays, with the possibility of emergency callback. Working conditions include exposure to extreme outdoor environments and potential hazards associated with highway construction sites, including heavy equipment operation and proximity to active traffic. Safety toe footwear is mandatory for this position. CDL-required equipment and trucks with both manual and automatic transmissions must be operated legally at the time of hire or within 360 days thereafter. Employment eligibility requires either possession of a current Class A CDL with N endorsement at the time of hire or obtaining the North Carolina Commercial Driver’s License through completion of on-the-job training and compliance with all Federal Motor Carrier Safety Regulations (49 CFR 383) within 360 days of the hire date. Pre-employment drug testing is mandatory. As a condition of employment, completion and signing of a release form (ALCDRG-01) and a background statement (ALCDRG-06) are required, authorizing NCDOT to verify controlled substances and alcohol testing with previous employers for the past three years. Offer of employment is contingent upon successful completion of the NCDOT post-offer employment evaluation.

Requirements

  • High school or General Educational Development diploma and three years of experience operating equipment directly related to the field of specialization; or equivalent combination of education and experience
  • Either possession of a current Commercial Driver’s License on the date of hire, OR the North Carolina Commercial Driver’s License must be obtained through completion of on-the-job training and all requirements mandated by Federal Motor Carrier Safety Regulations (Federal Registry 49 CFR 383) within 360 days of the date of hire.

Nice To Haves

  • Knowledge of Work Zone Safety and NCDOT Workplace policies and procedures.
  • Experience in one of the following: shoulder and ditch maintenance, pipe installation or asphalt patching
  • Experience in snow and ice removal operations
  • Experience in the operation of at least 2 pieces of the following equipment: backhoe, tandem dump truck, motor grader, front end loader, forklift, force feed loader, asphalt distributor, asphalt patcher crack sealing machine, track excavators, skid steer or sweeper
