About The Position

Transportation Specialist I: Provides technical expertise and coordination for transportation programs involving design, building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor. Transportation Specialist II: Provides technical expertise and coordination for transportation programs involving [multiple] design and/or building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor. Transportation Specialist III: Provides technical expertise and coordination for transportation programs involving multiple design and/or [advanced] building construction projects, construction of transportation systems, traffic operations, maintenance of highways and facilities, or bridge inspection and appraisal in accordance with Department standards. Assists with project planning and [oversight], and the development of policies and procedures for area of responsibility. Work requires contact with governmental officials, consultants, contractors and private entities. [Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence].

Requirements

  • Bachelor's Degree in a related discipline. Relevant experience may be substituted for education on a year per year basis.
  • Valid driver’s license. This position requires driving a state vehicle.
  • Applicable plans, specifications and estimates preparation, review, processing and compliance requirements
  • Design and plan preparation methods and requirements
  • Government programs and operations affecting highway and transportation development
  • Maintaining effective working relationships with others
  • Applying engineering principles, practices, and methods in job responsibilities
  • Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations
  • Using computers, applicable programs, applications, and systems
  • Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing.
  • For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.
  • Transportation Specialist I: 2 YEARS transportation design, construction, traffic operations, maintenance, bridge inspection experience. (Experience can be satisfied by full time or prorated part time equivalent). No supervisory experience required.
  • Transportation Specialist II: 4 YEARS Transportation design, construction, traffic operations, maintenance, bridge inspection. (Experience can be satisfied by fulltime or prorated parttime equivalent). No supervisory experience required.
  • Transportation Specialist III: 5 YEARS Transportation design, construction, traffic operations, maintenance, bridge inspection. (Experience can be satisfied by fulltime or prorated parttime equivalent). No supervisory experience required.

Responsibilities

  • Assists with project design involving design calculations and sketches of plans, layouts and typical sections.
  • Coordinates compilation of complete plan packages for submission to the responsible engineer or architect for review and signature.
  • Coordinates design work among TxDOT entities, consultants and contractors.
  • Coordinates traffic studies, analyzes traffic data, determines need and prepares plan layouts for traffic projects including signs, signals, illumination devices or traffic data collection devices.
  • Coordinates with roadway design on schematics and reviews in-house and consultant traffic control plans or traffic projects.
  • Evaluates and analyzes design issues.
  • Meets with the public to discuss complaints and coordinates proposals with other governmental officials.
  • Performs data collection, evaluations, analyses, studies, inspections, forecasts, assessments, and/or plan development.
  • Represents the Department at various meetings.
  • Reviews and oversees plan packages submitted by consultants.
  • Performs other job responsibilities as assigned.
  • Serves as program coordinator responsible for coordination of advanced engineering/architectural projects from initiation to completion.
  • Assists in overseeing design work among TxDOT entities, consultants and contractors.
  • Assists in overseeing project assignments and determining work requirements to complete project plans and coordinates scheduling to accommodate projects already underway.
  • Assists in overseeing project design involving design calculations and sketches of plans, layouts and typical sections.
  • Evaluates and analyzes complex design issues.
