Assists with the development of corridor studies, project scoping, project prioritization and ranking processes. Leads project assessments to identify engineering solutions that meet the purpose and needs of proposed projects prior to being added to regional planning documents. Supervises staff to include preparing performance planning and evaluation documents and related personnel paperwork. Coaches, counsels, and trains employees. Establishes and monitors work processes. Implements management policies and initiatives and promotes teamwork within the organization. Manages transportation planning and early engineering activities in assigned areas of the state for the SCDOT Office of Planning. Serves as the transportation planning manager and liaison between assigned MPOs and COGs and SCDOT engineering staff and maintains effective and productive working relationships with local officials and staff. Represents the Planning Office at internal and external meetings to communicate and acquire key project information. Directs MPOs/COGs in the development of Long-Range Transportation Plans (LRTP) and the Transportation Improvement Programs (TIP), ensuring that engineering solutions are well-integrated with regional transportation programs. Manages consultant contracts relating to the development of federally required plans and activities led by MPOs/COGs ensuring compliance with federal and state regulations and policies. Directs the coordination of Statewide Transportation Improvement Program (STIP) elements and related transmittals, ensuring that transportation projects align with goals in the assigned regions. Reviews and monitors Unified Planning Work Programs (UPWP) and Rural Planning Work Programs (RPWP). Coordinates activities necessary to fulfill federal and state requirements for planning and programming. Monitors MPO and COG planning budgets for assigned areas of the state and oversees the processing of invoices for financial compliance and payment. Provides written and/or verbal correspondence and reports on project/programs or in response to general questions from MPO/COGs, Public Officials, Senior Management, members of the public, etc. Assists the Director of Statewide Planning with research, presentations, special projects, and participation on committees, as needed, for the delivery of SCDOT programs. Performs other related duties as assigned.
