Pending OSHR Approval This position can be located in Raleigh or the NC Shipyard at Manns Harbor. Position location will be decided upon based on the recommended applicants’ home address. The successful applicant will be required to travel occasionally to meet with the Division leadership. This position serves as a Transportation Planner II within the Ferry Division Planning and Development Unit and is responsible for leading and coordinating the Division’s statewide and regional planning, programming, and grant development activities. The position works under the general supervision of the Deputy Director of Maritime Operations and Programming and exercises independent judgment in the analysis, development, and coordination of planning initiatives, policies, and funding strategies. The position is heavily involved in the Ferry Division’s participation in the North Carolina Department of Transportation State Transportation Improvement Program (STIP) process under Strategic Transportation Investments (STI). Responsibilities include coordinating the identification of ferry projects; preparing project justifications; developing cost data in collaboration with engineering staff; preparing data-driven scoring documentation; analyzing prioritization results; and preparing formal submissions for inclusion in the STIP. The position represents the Ferry Division at Metropolitan Planning Organization (MPO) and Rural Planning Organization (RPO) meetings throughout the coast, provides technical and policy updates, and ensures Ferry Division projects are appropriately evaluated and competitively positioned within regional and statewide prioritization processes. This position coordinates with internal NCDOT units, MPOs, RPOs, state and federal agencies, environmental resource agencies, consultants, and stakeholders to advance ferry infrastructure, service planning, and capital investment initiatives. The role requires strong analytical capability to evaluate data related to ridership, revenue, capacity modeling, service development, and economic impact in order to support planning recommendations and funding strategies. The position also manages and administers federal and state grant programs for the Ferry Division, including identifying funding opportunities, coordinating application development, monitoring compliance, and ensuring proper financial tracking and reporting in accordance with state and federal regulations.

Requirements

Master's degree in urban and regional planning, transportation planning, engineering, business administration, or economics from an appropriately accredited institution and one year of experience in transportation or community planning; or,
Bachelor’s degree in urban and regional planning, transportation planning, engineering, business administration, or economics from an appropriately accredited institution and three years of experience in the collection and analysis of economic and social data and information, one of which must have been related to transportation or community planning projects; or an equivalent combination of education and experience
Demonstrated ability to write clear, concise and organized documents and reports utilizing a variety of technology programs including Microsoft Office: Outlook, Word, Excel, and PowerPoint.
Demonstrated ability to exercise judgement and discretion in interpreting and applying policies and procedures
