The Transportation Operations Manager is directly responsible for the day-to-day operations of the installation transportation effort. Supervises all aspects of transportation including Personal Property, Rail/Air Operations, Container Management, Unit Moves, Personnel Movements and Movement of Material, supporting the Fort Benning LRC contract.

Requirements

  • Bachelor’s Degree in any field; high school, vocational school, or trade school diploma and five (5) years’ work experience in a similar field may be substituted for degree requirement
  • Must be able to secure and maintain a Security Clearance and/or Common Access Card (CAC), within six months of employment.
  • Valid Real ID state driver’s license required.
  • Must be able to pass the standard background check.
  • Must be able to pass a pre-employment drug screen.
  • The Transportation Operations Manager must have at least ten (10) years of documented supervisory experience in a transportation related field, and a comprehensive knowledge of governing regulations, policies, procedures and instructions in DoD air and ground transportation.
  • A minimum of three (3) years general experience in administrative, professional, analytical or other work related to traffic or transportation programs or operations.
  • Five (5) years specialized experience in the following: management of Department of Defense transportation programs, planning, directing, coordinating and controlling traffic operations to provide economical and efficient transportation of freight.
  • Strong organizational, analytical, and problem-solving skills with the ability to prioritize tasks and manage competing deadlines in a high-paced maintenance environment.
  • Capable of dealing with customers in a professional and courteous manner.

Responsibilities

  • Manages applicable DOD transportation programs.
  • Focal point for mobilization operations.
  • Develops work methods and determines procedures for personal property, personnel, unit, material movements and equipment preparation, packaging and processing of cargo for shipment during mobilization and contingency moves and EDRE exercises.
  • Develops contractual data and advises of capability to meet mission needs.
  • Participates in technological developments, i.e. equipment, facilities, safety.
  • Conduct studies, analyzes problems and programs and proposes solutions.
  • Assigns work to supervisory and operating personnel.
  • Conducts hiring and recommendations for dismissal, for all employees within the Installation Transportation Office (ITO).
  • Works closely with Sub-Contractor within transportation office, to ensure all employees are meeting standards of contract, HR policies and provides recommendations for hiring and dismissal.
  • Directs the flow of work; observes performance and resolves difficulties pertaining to inadequate response to movement requirements and transportation requests.
  • Exercises management control over transportation and movement documents, in-transit data documents and movement reports.
  • Maintains liaison with commercial carriers serving the activity.
  • Exercises control over loading, unloading and prompt release of equipment to avoid demurrage or detention charges.
  • Projects requirements for specialize training, courses and schedules attendance.
  • Inspects military and commercial packaging, crating, marking, warehousing, pickup and delivery of cargo and personal property.
  • Evaluates performance.
  • Determines most efficient and economical means of transporting personal property and material.
  • Resolves technical problems pertaining to conversion of commercial bills of lading, diversion and re-consignment, consolidating, freight classifications, application of carrier tariffs and demurrage and switching agreements.
  • Assures conformity with packing, crating, marking and storage provisions, weight limitations and carrier tariff requirements.
  • Advises on matters pertaining to movement of traffic including outsize and hazardous cargo.
  • Recommends improvements to overall operations and cost reductions.
  • Schedules vehicles, buses, vans and mini shuttle and coordinates troop movements.
  • Responsible for the vehicle organizational Preventative Maintenance Checks and Services (PMCS) of assigned GSA and ensures that vehicles and equipment are repaired/maintained on a timely bases.
  • Must be able to take the role of Project Manager (PM) during PM absence
