About The Position

Serves as the Independent Assurance Inspector at the District 5 (Florence) Materials Laboratory for the Office of Materials and Research (OMR). Schedules and conducts Independent Assurance IA) sampling and testing of aggregates, concrete, component materials, embankment, and base materials used on federal-aid and state projects in the nearby counties as determined by OMR's Independent Assurance Manager. Observes and verifies certified field technician sampling, testing procedures and equipment. Maintains required records and files for all assigned work and projects. Schedules and conducts IA sampling and testing of asphalt plant mix, asphalt liquid binder, and asphalt roadway density of materials to be used on federal-aid, state, and local projects, as appropriate, in assigned areas of the state. Verifies District Asphalt Manager (DAM) personnel annually. Assists the District Materials Engineer (DME) with oversight of the everyday operations of the laboratory. Acts as the DME in their absence. Performs laboratory testing as needed. Enters IA and other appropriate information into sample management programs and ProjectWise as required. Assists with instruction of SCOOT Technician Certification courses when needed. Assists OMR's IA Manager and local Resident Engineers with investigation of sampling, testing, and material issues as well as with other tasks associated with the IA program. These duties may include performing final width measurements, calibration of assigned testing equipment, conducting meter surveys and leak tests on nuclear density gauges used by field offices, and performing rebound hammer testing on low-strength concrete. Performs annual inspection and sampling of fine and coarse aggregate at sources in assigned areas of the state as well as neighboring states when necessary. Conducts IA sampling and testing of aggregate and concrete at prestressed concrete facilities in assigned areas of the state as well as neighboring states when necessary. Performs other related duties as assigned.

Requirements

  • A high school diploma and four and one-half (4.5) years of progressively responsible engineering technician related experience; or an approved acceptable equivalence.
  • Attainment of a Technician Certification in accordance with the SCDOT Technician Certification Policy may substitute for six (6) months of directly related experience.
  • A valid motor vehicle operator's license is required.
