About The Position

The position involves managing work programs or capital plans for a transportation agency, focusing on various aspects such as bond financing, planning, project development, public procurement, construction support, right of way, and maintenance and operations. The role requires technical knowledge of limited access facilities, including roadway, structures, and tolling systems, along with excellent verbal and written communication skills. Management skills are essential to lead and direct a team of engineers, managers, support staff, and subconsultants.

Requirements

• Typically ten (10) years of experience providing engineering/management services, with at least two (2) years at a similar management level.
• Bachelor's Degree in Engineering.
• Registration in Florida as a Professional Engineer (P.E.) or licensed as a Professional Engineer in another state with the ability to obtain a license in Florida.

Responsibilities

• Provides supervision and oversight of personnel in professional services negotiation and contract management.
• Manages project management activities related to expressway and tolling infrastructure construction.
• Oversees traffic and ITS operations.
• Plans, produces, and implements Capital and Transportation Improvement Plans.
• Conducts environmental and corridor studies.
• Manages right-of-way programs.
• Oversees roadway, tolling, and bridge design and construction.
• Handles construction negotiation and contract administration.
• Conducts constructability and bid-ability reviews.
• Manages geotechnical, survey, and public involvement activities.
• Develops, tracks, and projects capital expenditures as part of program controls.
• Provides consulting services on federal, state, and local policies related to transportation planning, design, and construction.
• Analyzes complex technical and administrative problems and provides recommendations for effective action.
