Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and/or bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Essential Duties: Analyzes and assists in the resolution of contract problems and disputes. Analyzes and recommends approval for modifications to highway maintenance contracts. Assists in recommending major maintenance and betterment programs to the district staff. Assists in the development, preparation and letting of maintenance contracts for the district. Coordinates maintenance matters with Area Engineers. Directs and oversees contractors’ compliance with plans and specifications and authorizes payment of estimates. Drives/travels to project/work locations to make on-site engineering reviews, analyses, tests and to provide technical support. Establishes, modifies or interprets applicable standards, rules, methods, procedures, practices and policies. Participates in district plan review activities. Reviews, coordinates, monitors and approves routine and emergency maintenance contracts; performs/oversees maintenance specifications writing/review, plans and proposal review, and preparation of estimates for letting. Performs other job responsibilities as assigned.
