About The Position

Supervises personnel engaged in transportation engineering work in one or more functional areas such as planning, design, construction, transportation/traffic operations, maintenance and/or bridge inspection. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.

Requirements

  • Education: Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
  • 4 years experience in transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis.
  • Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
  • Valid driver’s license. This position requires driving a state vehicle.
  • Licensed Prof Engineer
  • If performing underwater bridge inspections: Must have Open Water Diver certification.
  • For Bridge Inspection: Must have completed a comprehensive training course based on the Bridge Inspector's Training Manual or NICET Level III or IV certification in Bridge Safety Inspection within (1) year of date of hire.
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
  • Considerable knowledge of: Budgeting methods and procedures
  • The utility industry and applicable laws, rules and regulations
  • Expert skill in: Applying engineering principles, practices, and methods in job responsibilities
  • Proficient skill in: Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems or roadblocks
  • Supervising technical staff
  • Directing and establishing objectives; clarifying roles and responsibilities through individual performance plans; monitoring and measuring performance against goals; evaluating results and making necessary adjustments to meet deadlines
  • Negotiating settlement of differences without damaging relationships; applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner
  • Using computers, applicable programs, applications, and systems
  • Ability to: Communicate effectively
  • Exercises logic and reasoning to define problems, establish facts and draw valid conclusions; makes decisions that support business objectives and goals
  • Must pass a drug test prior to employment for safety impact positions.
  • This is a Safety Impact position and will be subject to random drug testing.
  • Required to work hours other than 8 to 5.
  • Required to work weekends and holidays.
  • Required to work in inclement weather conditions.
  • Required to wear personal protective equipment provided by employer and comply with all safety requirements.

Responsibilities

  • Advises staff engineers.
  • Chairs or serves as a member of a contract selection team.
  • Interprets the Utility Accommodation Policy, reviews, utiltiy billing documents.
  • Monitors contract performance, evaluates contract deliverables, reviews billing documentation, monitors the consultant's compliance with the terms of the contract, and prepares and delivers a written evaluation of the consultant's performance.
  • Negotiates fees and budgets, develops and negotiates scopes of work, negotiates contract work schedules, and negotiates other contract agreements.
  • Oversees long-range and short range transportation planning and coordinates with local Metropolitan Planning Organizations (MPOs) to develop annual Transportation Improvement Program for the area.
  • Verifies project eligibility and assists with ranking projects and funding.
  • Performs other job responsibilities as assigned.
