About The Position

Transportation Engineer III Performs advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Transportation Engineer IV Performs highly advanced and complex transportation engineering work in one or more functional areas such as planning, project development and design, construction, transportation/traffic operations and/or maintenance. Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials and private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product. Requirements

  • Bachelor's degree in engineering or related science bachelor's or higher degree accepted by TX PELS. Related graduate level education may be substituted for experience on a year per year basis.
  • 6 years engineering, transportation engineering, or related engineering experience (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

  • Valid driver’s license at the time of application. This position requires driving a state vehicle.
  • Licensed Professional Engineer.
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
  • Considerable knowledge of Statistical analysis methodologies and reporting procedures.
  • Considerable knowledge of Transportation principles and methods for moving people or goods by multimodal (road, air, water) methods, including their relative costs, advantages and limitations.
  • Considerable knowledge of Construction, operation and maintenance of traffic control devices.
  • Considerable knowledge of Traffic management systems operations.
  • Considerable knowledge of Traffic signal systems design, testing and maintenance operations.
  • Considerable knowledge of Fundamentals of electrical/electronics and design procedures.
  • Considerable knowledge of Schematic electrical wiring.
  • Proficient skill in Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations.
  • Proficient skill in Planning, coordinating and handling multiple projects within area of responsibility to meet short and long-term deadlines.
  • Proficient skill in Leading, assigning, reviewing, and monitoring the work of others.
  • Considerable knowledge of Highway construction design applications.
  • Considerable knowledge of Geometric design relationships to traffic operations, maintenance and construction.
  • Considerable knowledge of Maintenance concepts, methods, policies and requirement.
  • Expert skill in Establishing plans and setting objectives and goals that support overall business strategy/results, anticipating and adjusting for problems/roadblocks.
  • Expert skill in Public relations for maintaining effective working relationships with individuals and groups, both internal and external.
  • Expert skill in Performing calculations to include material and labor estimates, expenses, technical survey data and engineering calculations.
  • Extensive knowledge of Statistical analysis methodologies and reporting procedures.
  • Extensive knowledge of Applicable plans, specifications and estimates preparation, review, processing and compliance requirements.
  • Extensive knowledge of Geometric design relationships to traffic operations, maintenance and construction.
  • Extensive knowledge of Traffic signal systems design, testing and maintenance operations.
  • Extensive knowledge of Maintenance concepts, methods, policies and requirements.
  • Expert skill in Performing basic design and drafting.
  • Must pass a drug test prior to employment for safety impact positions. This is a Safety Impact position and will be subject to random drug testing.

Responsibilities

  • Evaluates and makes recommendations for developing, monitoring, and updating integrated project plans and schedules so that projects may be executed in the most efficient and effective manner possible.
  • Reviews and supports Standard Operating Procedures for maintaining and archiving project schedules; managing resources; managing budgets; managing project changes, and managing quality performance measurements.
  • Coordinates on design schematics, assists with capacity and level of service studies and reviews in-house and consultant traffic control/traffic management/intelligent transportation systems (ITS) plans and projects.
  • Coordinates traffic engineering studies and traffic counts.
  • Meets with law enforcement agencies and/or city officials to discuss traffic problems and possible solutions.
  • Oversees and/or monitors Community Traffic Safety Programs, activities involving preparation of the District Highway Safety Plan and/or the Traffic Safety Office.
  • Oversees and/or performs traffic engineering studies to recommend solutions for high accident locations, to warrant traffic signals and speed zones and to determine capacity and channelization of the highways.
  • Oversees the operations and maintenance of an ITS operations center/managed area.
  • Provides technical expertise in planning, coordinating, maintaining and operating traffic management systems.
  • Responsible for Traffic Engineering operations.
  • Performs other job responsibilities as assigned.
  • Oversees the development and support of transportation operations systems.
  • Performs highly advanced and complex engineering design work such as development of layouts, sketches, plans, specifications, estimates and contracts.
  • Performs highly advanced and complex planning work such as plan review, calculations and transportation planning studies.
  • Reviews, develops and supports Standard Operating Procedures for developing, maintaining and archiving project schedules; managing resources; managing budgets; managing project changes, and managing quality performance measurements.
  • Oversees and develops plans for complex project(s) related to their resource assignments, schedules, scope, communication, quality, and/or procurement, while utilizing available resources and maintaining the agency's project objectives.
  • Provides technical information and guidance regarding innovative and experimental technologies to departmental personnel.
  • Serves as a primary help desk resource for highly complex and advanced technical and policy issues.
  • Serves as a team member responsible for overseeing all aspects of the research program in assigned technical area.
