Licensed as registered professional engineer by Ohio State Board of Registration for Professional Engineers & Surveyors Valid Driver's License Required to operate state vehicle. If this position is filled internally, the wage rate will be determined in accordance with the Ohio Revised Code. This position has been designated as a Career Professional position per the Ohio Revised Code 5501.20. All exempt new hires are required to serve a 1-year probationary period. Acts as staff specialist in construction (i.e., develops & evaluates plans & criteria for variety of projects & activities to be carried out by others; assesses feasibility & soundness of proposed engineering designs, evaluation tests, products or equipment when necessary data is insufficient or confirmation by testing is advisable) &/or supervises staff engaged in construction activities (e.g., provides developmental opportunities, coaches staff to foster development, focuses on job satisfaction, assigns work, evaluates performance, recommends discipline if necessary, provides feedback, approves time off; reviews & approves goals & objectives proposed by staff; meets with staff to discuss/evaluate project priorities & progress towards short & long term goals; & utilizes quality principles & initiatives as a part of routine operations). Assists in development of section policy, budget preparation &/or long range planning & advises offices, consulting firms, Federal Highway Administration, local public agencies & others with projects/problems in assigned area of expertise. Directs work activities (e.g., bridge construction or repair, pipe installations, paving operation, concrete control, traffic control); trains employees for inspection & testing procedures & proper paper documentation for construction activities. Operates state vehicle to travel to & inspect project sites & progress, & provide technical assistance & guidance to inspectors. Signs plans or engineering documents as registered professional engineer; interprets complex plans (e.g. multi-phase traffic signal design, major structure rehabilitation, ditch relocation, traffic control standards & guidelines, multi-lane resurfacing & lane resurfacing & lane additions & widenings) to provide effective implementation & ensure compliance & assist in resolving problems (e.g. plan interpretation, designer intent, utility relocation, property owner concerns, local government change requests progress & scheduling concerns, material approval & procedure submittals & approvals). Assists Contractor Compliance Officers (CCOs) in ensuring Commercially Useful Function (CUF) requirements are met (e.g., fills out forms & ensures completed forms are returned to assigned CCO). Investigates complaints, documents findings & assists with resolution; directs documentation of pay quantities, project records keeping, initiation of change orders, approval & sampling of materials incorporated in work; attends meetings & training sessions; during winter months, assists district office checking field documentation, finalizing projects & training construction staff.
