About The Position

WSDOT is currently seeking to fill multiple Transportation Engineer 3s in Spokane, WA. In the role, you will manage the scope, schedule, and budget of highway design and construction projects while supervising and mentoring engineering and technical staff to ensure successful project delivery. You will guide employees in their professional development, identify training needs, and foster a culture of safety, collaboration, and continuous learning. A key focus of this position is ensuring the safety of both employees and the traveling public through the development of Pre-Activity Safety Plans, participation in Work-site Safety Reviews, and leading safety discussions in weekly contractor meetings. The ideal candidate will have experience managing complex highway projects, strong leadership and mentoring skills, a commitment to safety, and the ability to coordinate with contractors, project managers, and inspectors to proactively address challenges and deliver successful projects. Requirements

  • Advanced Transportation Engineering: Demonstrated skill in applying advanced transportation engineering principles, design standards, and construction practices to plan, design, and deliver complex highway projects.
  • Project Management: Experience guiding project teams, managing project tasks and managing the scope, schedule, and budget of transportation projects to support successful delivery and adherence to quality standards.
  • Leadership: Proven success in working effectively with engineering and technical staff, contributing to team goals, guiding project work, mentoring peers, and influencing positive outcomes on projects.
  • Safety and Risk Management: Ability to implement safety plans, conduct work-site safety reviews, identify, communicate and manage project risks to protect employees, contractors, and the traveling public.
  • Communication and Coordination: Skilled in preparing project documentation, correspondence, and reports, and coordinating effectively with contractors, project managers, inspectors, stakeholders, and the public.
  • Problem Solving and Decision Making: Ability to identify project challenges and risks, develop solutions, and make informed decisions that ensure project quality, efficiency, and compliance with standards.
  • Growth Mindset: Actively demonstrates a commitment to learning and growth.
  • Service-Oriented: Takes action to meet the needs of others.
  • A valid driver's license and the ability to operate state-owned vehicles.

Nice To Haves

  • A Bachelor's degree in an Engineering field, or Certification as an Engineer-in-Training (EIT).

Responsibilities

  • Schedule and direct construction contract inspection activities on multiple and/or major projects, including surveying, plan review, and issue resolution with contractors and property owners.
  • Track quantities, costs, and workforce to ensure projects remain within budget, and compile data and justifications for change orders and contract payments.
  • Direct and participate in office design, design documentation, and Plans, Specifications, and Estimates (PS&E) efforts, including right of way plans, access control, illumination, signalization, and signing.
  • Manage design project scope, schedule, and budget, including change and risk management, and provide monthly and quarterly reporting.
  • Prepare access reports, findings, and orders, and direct preparation for public hearings.
  • Write correspondence in response to inquiries from the department, public, legislature, and other agencies regarding project design and construction.
  • Serve as a first-line manager for a portion of the crew, including scheduling, performance reviews, conflict resolution, and personnel management.
  • Collaborate with other engineers, assistants, and team members to support office goals, process improvement, personnel development, and overall project quality.
