About The Position

The State of Connecticut Department of Transportation (DOT) is currently accepting applications from qualified individuals for two Transportation Engineer 3 (Construction Engineering) positions in the Division of Construction Operations, Material Evaluation and Specification Unit (MESU), located in Rocky Hill. The MESU positions reside in the Aggregates, Concrete, and Physical Testing Section where the duties involve the day-to-day supervision and technical oversight of staff responsible for performing a wide range of materials testing, inspection, approval functions and related assignments. This includes, concrete mix design reviews, aggregate testing related to hydraulic cement concrete and aggregates, Ready-Mix Concrete Plant inspections and coordination of the Department's aggregate qualification and approval program. These positions also oversee concrete and steel testing within the Physical Testing Section, precast/prestressed fabrication inspection, supporting construction project staff in administering the Department's materials quality assurance program, reviewing and recommending revisions to processes to collect and analyze test results, interpreting/recommending revisions to contract specifications, and related assignments. These positions will oversee the use of the Department's Construction Management Systems, AASHTOWare Project, Construction and Materials (AWP) and AASHTOWare Project, SiteManager and Construction Document Management System (COMPASS) within the Section. The duties of these positions support MESU staff and active construction project staff to ensure review and testing of materials are performed and documented adequately and the process evolves to accommodate updated needs and project delivery methods. These positions also perform other duties as required to support the Division of Construction Operations.

Requirements

  • Considerable knowledge of principles and practices involved in transportation construction engineering such as construction, surveys, geodetic surveys and materials testing

  • A Bachelor's degree in engineering or construction management and three (3) years of experience in transportation construction engineering.
  • One (1) year of the General Experience must have been at the working level in a professional transportation construction engineering capacity.

Nice To Haves

  • Professional Engineer (PE) licensure from the Department of Consumer Protection State Board of Examiners for Professional Engineers and Land Surveyors, consistent with C.G.S.§20-302

  • Experience using the following software: AASHTOWare Project SiteManager, AASHTOWare Project Construction and Materials, COMPASS, Bluebeam, Microsoft Power BI, the Microsoft Office Suite, including Word, Excel to create spreadsheets and analyze raw data and trends, and Teams or other similar enterprise systems
  • Project Management experience includes some or all of the following: conflict resolution, preparing letters, memorandums, technical documents, and other correspondences, developing or reviewing construction schedules, Time Extensions and C.O.'s, analyzing design or construction issues and determining effective solutions, price or project issue negotiations
  • Experience using Bluebeam, Microsoft Power BI, and the Microsoft Office Suite, including Excel to create spreadsheets and analyze raw testing data and trends, Word to prepare technical documents, Outlook to submit correspondence, and Teams
  • Knowledge of and experience with construction material properties, mix design principles, production facilities, material testing, and placement methods

Responsibilities

  • Oversees a group of engineers and personnel of lower grade in construction of highways or other transportation projects
  • Acts as a liaison with consulting engineers
  • Trains in-house and consultant inspectors
  • Serves as technical advisor for construction projects
  • Develops and maintains cost data relative to design, construction and maintenance of highways and bridges
  • Prepares comprehensive reports
  • Develops and maintains standards and specifications for highways and bridges consistent with technological advances in design, construction and maintenance
  • Oversees chemical and physical testing and analysis and makes recommendations concerning suitability of construction and maintenance materials
  • Performs related duties as required
  • As assigned by the supervisor distributes, prioritizes, oversees and reviews unit work
  • Provides staff training and assistance
  • Conducts or assists in conducting performance evaluations
  • Acts as liaison with operating units, agencies, consultant staffs and other outside officials regarding unit policies and procedures
  • Recommends policies and standards
  • Prepares reports and correspondence
  • Performs related duties as required.
