Manage the statewide Texas Railroad Information Management System (TRIMS) rail grade crossing inventory. Administer the quiet zones. Oversees contracts, projects, programs, and records to include application, approval, monitoring, investigations, payments, audits, and/or close-out. Contracts and projects primarily consists of rail fuel cells, signing and striping, boring, and hump crossings. Work requires contact with districts, federal, state, and local governmental agencies, and railroad companies. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence.

  • Oversees the statewide TRIMS rail grade crossing inventory, including field and desktop verification.
  • Ensure accuracy and integrity of TRIMS and Federal Railroad Administration rail grade crossing inventory records.
  • Reconcile inaccurate TRIMS crossing records by coordinating with districts, FRA, communities, and railroad companies.
  • Manage and update quiet zone documentation and related TRIMS records.
  • Develops, implements, and manages rail grade crossing contracts.
  • Assist with Advanced Funding Agreement (AFA) development.
  • Reviews and approve reimbursement for federal program expenditures.
  • Ensures compliance with federal and state requirements concerning program administration and management.
  • Reviews and analyzes legislation affecting rail grade crossing programs and provide impact statements.
  • Plan, develop, and recommend program guidelines, policies, procedures, enhancements, and methodologies.
  • Participate in short-range and strategic planning.
  • Serves as liaison between districts, FRA, local entities, communities, and railroad companies.
  • Represents the department at conferences and public meetings on rail/highway activities.
  • May serve as project lead.
  • Assign work to interns and assist with their review process.
  • Trains employees and/or others in program implementation.
  • Uses technology to improve processes.
  • Maintain detailed program and project records.
  • Prepares and/or evaluates program progress.
  • Writes internal/external correspondence, reports, forms, updates, and memos concerning programs and projects.
  • Processes data for input; maintains and verifies reports; establishes and updates records.
  • Makes presentations, conducts and/or coordinates meetings, workshops on applicable programs.
  • Reviews and edits advanced project plans and estimates.
  • Recommends and implements procedural changes.
  • Performs other job responsibilities as assigned.
  • Bachelor's Degree in a related discipline. Relevant work experience may be substituted for degree on a year per year basis.
  • 4 years of experience in grant funding administration, planning, budgeting or working with state or federal funding. (Experience can be satisfied by full time or prorated part time equivalent).
  • Valid driver’s license. This position requires driving a state vehicle.
