About The Position

This position is part of the Transmission Planning team and supports transmission planning, transmission operations, and North American Electric Reliability Corporation (NERC) compliance for Florida Municipal Power Agency (FMPA or the Agency) and its municipal electric utility members. This position supports a broad range of long-term planning and short-term operations-horizon transmission planning related power system analysis, studies, and functions. These include transmission system load flow, short circuit, transient stability, system reliability, and interconnection studies and evaluations for FMPA member requirements. Operating horizon planning studies include next-day planning, seasonal studies, and weekly coordination of outages and confirmation of Available Transmission Capacity (ATC). Collects, manages, calculates and provides modeling data representing FMPA assets and member assets as required for Agency’s Planning Coordinator function, and related work as apparent or assigned. Supports FMPA’s NERC Compliance function on all applicable Transmission Operator (TO), Transmission Planner (TP) and/or Planning Authority/Planning Coordinator (PA/PC) functions (as applicable) registrations in collaboration with team members and outside subject matter experts to support team-wide working knowledge of evidentiary and documentation requirements to ensure Agency meets strategic goal of zero compliance violations. Works effectively in a highly collaborative matrix environment that includes generation engineering and operations staff with an emphasis on working to grow team capabilities in the area of compliance expertise and requirements while adhering to FERC’s Standards of Conduct for Transmission Providers. Work is performed under the limited supervision of the Transmission Planning Supervisor.

Requirements

  • Bachelor's degree in electrical engineering, or related field.
  • Experience in electric power utilities industry including transmission planning, and working with government regulatory agencies.
  • Modeling experience (preferably 2-3 years) with PSSE, TARA, or equivalent platforms.
  • Working knowledge of power and electric transmission industry, organization, and department policies, practices, and procedures.
  • Prior knowledge of power and electric transmission industry, organization, and departmental legal guides, recommendations, best practices, ordinances, and laws including basic familiarity with the constructs and structure of NERC Reliability Standards.
  • Ability to compute engineering statistical calculations.
  • Ability to establish and maintain effective working relationships with associates and the general public.

Responsibilities

  • Supports FMPA’s participation in the Florida Reliability Coordinating Council (FRCC) Operating Committee (OC) and Planning Committee (PC).
  • Function as Agency representative and/or backup resource for Transmission Technical Subcommittee (TTS), Stability Analysis Subcommittee (SAS), Operations Planning Working Group (OPWG), Florida Transfer Capability Determination Group (FTCDG) or other working groups as assigned.
  • Support FMPA participation in the FRCC Operations Planning Coordination (OPC) process and conducting of next-day operations planning assessments.
  • Supports the maintenance of members’ transmission network load flow, dynamics, short circuit models, and transmission maps in collaboration with outside subject matter experts and/or the Transmission Planning team as assigned.
  • Performs and prepares reports and interfaces with consultants as required for annual 10-year Long Term Transmission Planning Studies for NERC compliance, including bulk electric system and non-bulk electric system facilities 69 kV and up.
  • Supports the Transmission Planning team as assigned in representing the Agency and member cities by participating in the joint Florida Reliability Coordinating Council (FRCC) transmission and interconnection studies.
  • Prepares annual Federal Energy Regulatory Commission (FERC) Form-715 filing; prepares Network Transmission Service Annual updates with Transmission Providers (Florida Power & Light (FPL) and Duke Energy Florida (DEF)) and supports transmission system data for the Ten-Year Site Plan and other transmission owner required filing, as applicable.
  • Supports and facilitates, with the aid of outside subject matter experts, FMPA’s TO, TP and/or PA/PC functional registrations that impact transmission planning and member systems, working collaboratively in a matrix environment to ensure all compliance evidentiary material, studies, and documentation is accurate and up-to-date.
