The Transition Manager is responsible for the management, planning, and supervision of logistics services supporting all operational and contact closure requirements for a Contract or establishment of phase-in requirements for new work for the USMC. Responsibilities include, but are not limited to, management and Subcontractor oversight in the performance of security, warehousing and property accountability, facility maintenance, scheduling and reporting, and customer interface required to establish or de-establish operations. The Transition Manager, in conjunction with Contracts Manager, is the primary liaison with the Government for discontinuation of operations and close out requirements or in the case of establishment of new work.

Requirements

  • Prior project or site management experience
  • Must be able to obtain and maintain successful NAC-I background investigation to obtain a Common Access Card (CAC).
  • High school diploma or equivalent required. One year of experience may be substituted for one year of education, if degree is required.
  • Ability to acquire U.S. Passport within 30 days of hiring.
  • Must be a US citizen.
  • Minimum three (3) years' of relevant experience in position of overall project management, base operations or operations and maintenance (O&M) projects.
  • In addition, required to have at least two (2) years’ experience in positions of project administration, contracting, or in the management and implementation of government-funded projects.
  • Must be computer literate and proficient in Microsoft Office Application Software.
  • Must have proof of U.S. Citizenship and a valid state driver’s license and must be eligible for access throughout the project geographic scope.
  • Project management skills needed to manage resources, scheduled, and costs.
  • Must read, write and speak English.

Nice To Haves

  • Previous budgetary, scheduling and forecasting experience is highly desired.

Responsibilities

  • Under general direction of the Program Manager, is responsible for the daily management oversight of activities associated with the phase out and closure activities of the contract.
  • Ensures performance of duties phase out and are closed in accordance with established transition / phase out plan. Ensures walk downs, inspections and hand over procedures are documented and approved by client to relinquish responsibility from Vectrus.
  • Responsible for a management oversight of schedules associated with descoping any Subcontractors, which includes closure of Subcontractor office space, maintenance, warehousing, and other work locations as well as demobilization of personnel.
  • Completes inventory, property record reconciliation and validates disposition instructions of orders in the pipeline and any inventory on hand.
  • Manages specific Standard Army Management Information System (STAMIS) or other software as applicable used to enter and audit supply and maintenance documentation and other reporting activities, as required.
  • Ensures vendor or subcontractor support SOW are completed, bid to support transition activities.
  • Establishes key milestone execution tracker, allocation of tasks and timeline to support phase in or phase out requirements within allotted time.
  • Responsible for management and adherence of transition budget.
  • Performs other duties and assignments as required.
