Transit and Ground Passenger Transportation

This is a department director classification that oversees, directs, and participates in all activities of the Transit Operations Department, including short- and long-term planning as well as development and administration of departmental policies, procedures, and services. This class provides assistance to the Executive Director in a variety of administrative, coordinative, analytical, and liaison capacities. Successful performance of the work requires knowledge of public policy, District functions and activities, including the role of the Board of Directors, and the ability to develop, oversee, and implement projects and programs in a variety of areas.

  • Coordinate the activities of the department with those of other departments and outside agencies.
  • Manage and oversee the complex and varied functions of the department.
  • Assume full management responsibility for all Transit Operations Department programs, services, and activities including transportation services for fixed route, express, commuter, demand and para-transit services, central dispatch/customer services, and fleet and facility maintenance.
  • Develop, direct, and coordinate the implementation of goals, objectives, policies, procedures, and work standards for the Department.
  • Establish appropriate budget, service, and staffing levels within District policy.
  • Manage and participate in the development and administration of the department's budget.
  • Direct the forecast of additional funds needed for staffing, equipment, and supplies.
  • Select, train, motivate, and direct Department personnel.
  • Evaluate and review work for acceptability and conformance with department standards.
  • Develop, review, and implement policies and procedures to meet legal requirements and District needs.
  • Monitor legal, regulatory, technology, and societal changes that may affect the work of the department.
  • Oversee the development of requests for proposals for professional services.
  • Negotiate contracts and agreements and administer them after award.
  • Represent the department to other District departments, elected officials, and outside agencies.
  • Conduct a variety of departmental organizational and operational studies and investigations.
  • Participate in and make presentations to the Board of Directors and various committees.
  • Prepare, review, and present staff reports and updates.
  • Respond to public inquiries and complaints and assist with resolutions.
  • Equivalent to a bachelor's degree from an accredited college or university with major coursework in transportation, public administration, transportation planning, or a related field.
  • Seven (7) years of increasingly responsible transit operations experience.
  • Three (3) years of management and administrative experience.
