About The Position

Are you an experienced transit professional with a deep understanding of multi-modal operations and emergency response environments? PEMCCO is seeking a Transit Emergency Exercise Operations SME to provide subject-matter expertise in support of transit-focused emergency exercises across bus, light rail, metro, and commuter rail systems. In this role, you will ensure exercise scenarios reflect real-world transit operations, operational constraints, and regulatory requirements. Requirements

  • Bachelor’s degree in Transportation, Emergency Management, Public Safety, or related field (or equivalent experience).
  • Minimum of 7 years of experience in transit operations (bus, rail, metro, or commuter rail).
  • Experience participating in incident response or safety investigations.
  • Strong knowledge of multi-modal transit operations.
  • Working knowledge of transit incident response and emergency operating procedures.
  • Familiarity with ICS/NIMS principles.
  • Ability to translate field operations into structured exercise injects.
  • Strong collaboration and communication skills.

Nice To Haves

  • HSEEP training or certification.
  • Experience supporting transit safety or compliance programs.
  • Experience serving as an exercise controller or evaluator.

Responsibilities

  • Provide transit operational subject-matter expertise during exercise design and planning meetings.
  • Support development and validation of Master Scenario Event Lists (MSELs).
  • Ensure exercise scenarios reflect real-world bus, rail, and commuter rail operations.
  • Serve as Controller or Evaluator during tabletop and functional exercises.
  • Identify operational gaps and risks observed during exercises.
  • Coordinate with safety, operations control centers, and emergency preparedness staff.
  • Contribute to After Action Reports (AARs) with transit-specific operational insights.
  • All other duties as assigned.
