About The Position

UTILITIES DEPARTMENT – SOLID WASTE Compensation Details: GRADE: 12T SALARY RANGE: $54,691 - $70,755 Performs responsible technical and operational work in the control, operation, and maintenance of the City’s transfer station scale house and weigh station. Duties include screening inbound loads, weighing and directing vehicles to appropriate off-loading areas, and monitoring franchise hauler activities on the tipping floor to ensure compliance with established procedures. Maintains cleanliness and organization of assigned work areas. Assigned field work in support of the Utilities Department solid waste and recycling programs, ensuring efficient, safe, and compliant handling of materials. Operates computerized scale systems to accurately weigh inbound and outbound vehicles and generate weight tickets. Screens inbound loads to verify compliance with facility acceptance criteria and identifies prohibited materials. Directs customers and haulers to appropriate unloading locations and provides clear instructions regarding site procedures. Processes customer transactions, including calculating fees and operating credit card processing systems. Communicates effectively with the public, co-workers, supervisors, and franchise hauler personnel. Monitors tipping floor activity and coordinates with staff to ensure proper material handling and safety compliance. Performs daily reconciliation of scale data and payment systems; identifies and reports discrepancies. Maintains cleanliness, organization, and safety of the scale house and surrounding work areas. Assists with basic field and operational support for solid waste and recycling programs as assigned. Supports site security by monitoring access and reporting suspicious or unauthorized activity. Standard workweek consists of forty (40) hours. Position may require rotating shifts, weekends, holidays, and overtime based on operational needs, in accordance with the collective bargaining agreement. Work schedules may be adjusted to meet operational demands. EQUIPMENT TO BE USED: Motor vehicle, computerized scale systems, desktop computer, printer, scanner, solid waste data management software, Microsoft Office applications, calculator, credit card processing system, mobile devices, and related equipment. ENVIRONMENT: Work is performed in both indoor and outdoor environments, with exposure to varying weather conditions. The position may involve exposure to extreme heat, heights, fumes, airborne particles, toxic or caustic substances, electrical hazards, and high noise levels. Required personal protective equipment (PPE) is provided and must be used in accordance with safety guidelines. PHYSICAL REQUIREMENTS: Sitting 35% Standing 15% Walking 25% Bending 10% Reaching 5% Lifting: Up to 50 pounds, including lifting to approximately 45 inches and carrying up to 50 yards

Requirements

  • Basic proficiency with computers, office equipment, and data entry systems
  • Ability to learn and operate specialized software and mobile applications
  • Ability to work independently within established procedures
  • Knowledge of or ability to learn OSHA safety standards and operational procedures
  • Ability to communicate clearly and professionally with the public and staff
  • Ability to operate a motor vehicle safely
  • High school diploma or equivalent
  • Minimum of three (3) years of customer service experience, including handling payments or point-of-sale (POS) systems
  • Valid Florida Driver’s License

  • Process payments and maintain accurate transaction records.
  • Coordinate with tipping floor personnel regarding material handling issues.
  • Reconcile daily transaction and scale system reports.
  • Maintain facility cleanliness, signage, and organization.
  • Assist with departmental projects and operational needs.
  • Report issues, concerns, or unusual situations to supervisory staff.
  • Perform other related duties as assigned in accordance with the collective bargaining agreement.
