About The Position

This role requires comprehensive understanding and hands-on experience with Navy training systems and conducting training systems analysis with Fleet end users. The ideal candidate will be responsible for ensuring maintenance and operational training systems, devices, and processes fulfill training needs aligned with the program’s schedule. Analyze training requirements, status, budget and schedules. Perform training management, technical, or business case analyses. Collect, complete, organize and interpret training data relating to aircraft/weapon/project acquisition and product programs. Track and report training program/project status and schedules. Apply government instituted processes for documentation, training change control management and data management. As a Journeyman Training Systems Program Analyst, you are responsible for applying analytic techniques in the evaluation of training program/project objectives. This position would be responsible directly to the PMA-271 Training Systems Lead.

Requirements

  • Minimum of three years’ experience performing duties described in the functional description
  • BA/BS degree from an accredited college
  • Or
  • Associate’s Degree plus two (2) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree.

  • Four (4) years additional work experience performing duties described in the functional description of the labor category may be substituted for a Bachelor’s Degree.

Nice To Haves

  • Experience with Navy training systems and conducting training systems analysis with Fleet end users.
  • Experience developing and coordinating a training pipeline with NAWCTSD, PMA 205, CNATT and other stakeholders.
  • Familiarity with NAVAIRINST 3710.14.

Responsibilities

  • Apply NAVAIR and OSD instructions for acquisition planning, procurement execution, data requirements, milestone reviews, budget development and coordination, and program planning.
  • Facilitate and track spend plans using CSPT, align SPID entries with the IPT strategy, and respond to and develop program data calls.
  • Serves as Program Analyst lead for managing, tracking and reporting procurement status and activities.
  • Support the operation of the IPT including scheduling and organizing meetings, making data calls and assessing the data, updating schedules, and support the development of procurement packages.
  • Track program/project status and schedules.
  • Support the PMA Training IPT Lead in developing and executing the program’s Training Systems Plan (TSP) and other training acquisition documentation in accordance with NAVAIR and OPNAV policies.
  • Analyze program training requirements for aircrew, maintainers, and support personnel, ensuring integration with the total system life cycle.
  • Support training student control ensuring students master required skills.
  • Develop and maintain training schedules, deliverables, and milestones aligned with program acquisition timelines and integrated master schedules (IMS).
  • Track contractor training deliverables, including Computer-Based Training (CBT), Interactive Courseware (ICW), and training device development.
  • Prepare and review program documentation such as Statements of Work (SOW), CDRLs, and technical evaluations related to training system elements.
  • Support coordination with Fleet stakeholders, the Naval Aviation Training Systems and Ranges (PMA-205), and other training resource sponsors with data calls/metrics thereof.
  • Assist in the development of budget exhibits (e.g., P-40/P-40a) and training-related inputs to program cost estimates and LCSPs.
  • Provide data analysis and reporting in support of program reviews, milestone decisions, and acquisition documentation (e.g., SEP, TEMP, NTSP, and APB).
