About The Position

TJFACT is seeking a well-qualified Training and Support Program Analyst to support the Department of State – INL/SAO/AT , in Washington, D.C. ! This position is equivalent to a Program/Management Analyst LVL 3. The Training Support and Program Analyst Third-Party Contract (TPC) will create on-demand, online training, and videos for INL staff, which provide opportunities for INL staff globally to refresh or learn quickly about a relevant topic, without attending a longer form training. Training topics align with critical Administration priorities, including degrading and dismantling TCOs, narcoterrorists, and other criminal enterprises; disrupting illicit drugs that harm American communities; and maintaining the U.S. advantage, access, and competitiveness in regions key to U.S. interests. This position also directly supports in-person staff training for INL, including by serving as a POC with NFATC and its Student Information System (SIS). INL expands efficiencies by using SIS to onboard INL staff, advertise and manage training announcements, and award training credit. Please note this role a TPC and is contingent upon a contract award.

Requirements

U.S. Citizen
Active security clearance
A Bachelor’s degree from an accredited institution.
Four (4) to six (6) years’ experience in relevant field.
Demonstrated knowledge of Federal regulations in regard to area of specific need.
Proficient in Microsoft Office Suite
Proficient in cloud-based collaborative software.
Demonstrated experience facilitating organizational change.

Nice To Haves

Graduate Degree from an accredited college or university in a related field of counter-narcotics, criminal justice, international relations, foreign assistance, or adult-training or online training and curriculum development.
Demonstrated experience with online and remote learning, including teaching, facilitation, design, or curriculum development.
Demonstrated knowledge of training best practices.
Demonstrated skill and ability in managing multiple concurrent activities of varying complexity, including changing priorities and short turn-around times.
Demonstrated experience using on-demand training creation tools, platforms, or software.
Prior experience supporting or working within the Department of State’s International Narcotics and Law Enforcement Bureau.

Responsibilities

Coordinate and develop a suite of online and remote training modules and support materials, working with INL/SAO and relevant subject matter experts as required, to meet the specific needs of program officers and INL staff writ large.
Develop courses and their design plans according to INL/SAO/AT’s SOP for online training or suggest enhancements to the SOP.
Analyze the training needs of the Bureau by completing a needs assessment.
Evaluate the effectiveness of training courses by developing methods to measure knowledge retention and skill improvement of each trainee, which could include practical exercises, oral exams, pre/post-tests, etc.
Ensure that INL/SAO/AT management approves all training courses and is regularly briefed during the development of any training curricula, classes, workshops, and information sessions.
Support INL training efficiencies by serving as POC for National Foreign Affairs Training Center (NFATC’s) Student Information System, including through tracking enrollment, announcements, and other related tasks.
Assist in INL’s Washington-based in-person training when surge support required by management.
Assist training team in logistical matters involving online, remote and in-person events, this may include assisting in the procurement of venues, supplies or similar items, requiring market research, providing cost estimate input and/or drafting language for statements of work or pre-award documents
Serve as a consultant on INL’s SharePoint platform providing guidance on how INL/SAO can best leverage its training information sharing with domestic and overseas offices.
Recommend and implement changes to INL/SAO’s SharePoint pages based on sound methodology and web design after receiving concurrence from INL/SAO to proceed.
Track INL/SAO/AT SharePoint usage relevant to training, conduct assessments, and make recommendations to leverage SharePoint as a training resource across INL.
Assist in analyzing and improving training processes and procedures.
Research and use government and private sector best practices to measure and improve training currently being offered within the Bureau.
Use an Instructional Systems Design (ISD) methodology to create, measure, improve, and sustain training
Incorporate industry standard best practices for adult workplace learning, especially via online training platforms (e.g., Articulate) to produce high-quality training content.
Aid in coordinating the interpretation and adaptation of available guidelines/SOPs to specific work-related issues; aid in analyzing the issues (e.g., workflow, delegations of authority, or regulatory compliance) and make recommendations for changes and improvements.
Coordinate and distill subject matter expertise during the development of SOPs for areas identified as a potential risk or vulnerability to the Bureau’s management control structure, particularly about, but not limited to, implementing agreements, procurement, evaluation, program management, etc.
Assist subject matter experts (SMEs) with the development of training modules for INL sponsored training workshops and distance learning courses based on policies and procedures.
When appropriate, leverage Agency-approved AI systems to efficiently gather and distil information, including to produce course outlines and narratives.
Respond in a timely manner to requests for information.
Provide weekly status reports to INL/SAO/AT leadership or assigned staff on the status of all training development and delivery.
Establish relationships through excellent customer service skills, project management knowledge, and a related understanding of the program office needs and mandates.
When requested, work closely with INL program office staff, as well as other stakeholders at U.S. Embassies or other federal agencies to provide support on training initiatives.
Interact positively and work cooperatively with team members and points of contact to accomplish assigned work in a timely and efficient manner.
Take proactive measures to improve the working environment and foster teamwork.
Seek to accomplish tasks in a manner to reduce the burden on management.
Comply with all appropriate regulations, internal controls, and SOPs to protect organizational integrity and prevent unauthorized use or misappropriation of all classified and sensitive (but unclassified) material and equipment in assigned areas; and report security violations/problems to appropriate authority.
Undertaking activities to support agency planning and reorganization
Preparation of responses to Freedom of Information Act requests.
Dissemination of information regarding agency policies or regulations, such as conducting community relations campaigns, or conducting agency training courses.
Participation in a situation where it might be assumed that participants are agency employees or representatives, such as attending conferences on behalf of an agency.
Supporting acquisition, including in the areas of acquisition planning, such as by conducting market research and developing inputs for government cost estimates.
