The Training Specialist III will support the U.S. Army Medical Center of Excellence (MEDCoE).

  • Provide input to the needs analysis process to identify the target audience, product development requirements.
  • Coordinate with SMEs, capability, doctrine, and material developers to identify unit capabilities, functions, and responsibilities.
  • Conduct individual task analysis to identify tasks, events, and training and education requirements, provide recommendations to a Collective Training Analysis (CTA), and assist with corrections/modifications to the CTA.
  • Conduct training and education analysis using the DOTMLPF framework to identify training requirements.
  • Assist as a technical consultant in developing a Basis of Issue Plan (BOIP) to acquire information for inclusion in the BOIP and BOIP input.
  • Responsible for developing training strategies and concepts for material and non-material training products.
  • Assist in developing training requirements documents, prepare draft Individual Training Plan (ITP), and courses affected by a proponent ITP.
  • Develop the training strategy for current and or new material or non-material solutions to support institutional, operation, self-development, collective training, and training support requirements such as training aids, devices, simulators, and simulations (TADSS).
  • Assist in preparing Training Support Package (TSP) for customer user tests, pilot training events, and validate the TSP.
  • Assist in designing draft scenarios, exercises, and drills to support customer user testing of medical and non-medical equipment and training devices.
  • Assist in development and revision of STRAPs for simulation capability in training products and programs, integrating simulations and simulations technology into training products and programs.
  • Assist Material Developer verify interoperability of educational/training products.
  • Assist with validation of learning materials and the analysis of the findings and comments during Individual validation, small group, large group trials; Instructor and Key Personnel Training/New Equipment Training material and test validation; technical and user manual validations.
  • Assist in development of training requirements and training resources for input to capability and other related requirements documents.
  • Conduct front end analysis and training development requirements.
  • Act as the subject matter expert in planning, developing, and reviewing of collective training materials.
  • Coordinate with TRADOC, FORSCOM, HQDA, and appropriate agencies to address and resolve training gaps or delta.
  • Develop training materials which incorporate a full range of training strategies (i.e., discussion, gaming, tutorials, and simulation).
  • Participate as a team member on assigned projects and or programs and during the absence of other team members.
  • Use a combination of knowledge of the methods and techniques of instruction and practical knowledge of Army Medical subject matter to provide expertise for the development of complete, consolidated self-contained training products.
  • Participate and assist in the analysis of alternatives (AoA) and cost-benefit analyses (C-BA) to assess and record alternative training implications.
  • Identify and develop collective task(s) in support of Standardized METL when required by doctrinal and TOE changes.
  • Identify training needs based on training deficiency or introduction of new doctrine/new system/equipment or technology.
  • Initiate collective front-end analysis (FEA) for current and emerging medical capabilities.
  • Analyze the training objectives required, references available, and previously developed materials, to determine the validity and appropriateness of the available material.
  • Provide technical guidance in the analysis, implementation, and evaluation of education and training programs.
  • Review medical career programs of instruction for compliance with the training strategy.
  • Develop strategies that provide the foundation to identify, develop, acquire, and manage resources for total medical unit training.
  • Maintain close liaison between the collective training development community and the capability development community to ensure that potential DOTMLPF identified within the capability development process is integrated into the appropriate strategies.
  • Complete work is staffed above branch level (i.e., department, directorate, review committee, command levels, other schools within Army (TRADOC), Joint and DoD Agencies).
  • Analyze and interpret administrative guidance from DA, FORSCOM, and TRADOC, to provide input into the development of the Collective Training products for Army medical training.
  • Assist and provide input to institutional, operational, and self-development training domain strategies for new capabilities and updating existing capability strategies.
  • Interact with a number of Army systems including Capability Developments (CD); Training Development, Systems Training Plan (STRAP), Army Learning Policy and Systems and analysis, design, development, implementation, and evaluation (ADDIE); Digital Training Management System (DTMS), Army Training Network (ATN); and Training Aids, Devices, Simulators and Simulations (TADSS).
  • Produce modules for which the MEDCoE is proponent, using the Training Development Capability (TDC).
  • Coordinate within the MEDCoE and outside agencies to gather information and gain familiarity with the unit and other pertinent or related information concerning organization, function, and structure of the unit(s).
  • Maintain close and continuous contact with training departments to assist in applying Army Learning Policy and Systems and ADDIE guidance to individual and collective training material preparation.
  • Provide subject matter expertise advice and assistance to capability developers, other training developers, and course writers when subject areas overlap.
  • Serve as action officer on medical aspects of collective training products developed in conjunction with other TRADOC Service Schools.
  • Provide review of collective training products produced by the MEDCoE and non-proponents to ensure sufficiency of doctrine.
  • Ensure that practical skills, knowledge, and techniques of education and training are applied in the collective training production process and that the product meets requirements established by regulatory guidance IAW DA and TRADOC regulations.
  • Plan, conduct and participate in the analysis phase of the ADDIE process that includes FEA, task inventory development, and critical task selection.
  • Conduct collective task management IAW TRADOC Regulation 350-70 and TRADOC Pamphlet 350-701, current publications, and doctrinal references (i.e., AMRB, CBRNE, FCS, and TDA collective tasks).
  • Develop and maintain information pertinent to the decision-making process that culminates in the finished collective training program.
  • Assist in preparing the STRAP or STRAP Waiver packets and all associated documents for staffing and or approval by the CoE Commanding General (CG) and posting the approved STRAP in the Central Army Registry (CAR).
  • Ensure all project analysis documentation to include Quad Charts, POAMs, briefing slides, integrated product team briefings, and EXSUMs are uploaded to the CAR for each product/project.
  • Monitor receipt and processing of computer based technical information from the Combined Arms Support Command (CASCOM) and Combined Arms Center Training CAC-T.
  • Perform writer/editor function for accomplishing assignments independently with work reviewed for conformance to guidelines.
  • Perform review and research in connection with assignments to include background data from subject-matter experts and sources such as doctrine, tables of organization and equipment, Army regulations, TRADOC regulations/pamphlets, circulars, technical manuals, and local directives.
  • Coordinate with subject-matter experts at the Army Training and Support Center (ATSC) to ensure collective training products communicate the intended training.
  • Perform other duties as needed.
  • Strong knowledge of Microsoft Office Suite and training development tools.
  • Knowledge of collective and individual task analysis, training strategies, and Army capability development processes.
  • Strong written and verbal communication skills.
  • Ability to work independently and collaboratively in a team environment.
  • Minimum of 5-7 years of experience in training development, instructional systems design, or military training environments.
  • Must possess vast Military knowledge and experience of the operational Army and Medical Force Structure and operations.
  • Must be a US citizen.
  • Ability to pass an employment background check.
  • Bachelor's degree in Education, Instructional Design, Training & Development, or a related field.
  • Familiarity with medical training environments and Army medical doctrine is highly desirable.
