About The Position

The Training and Outreach Specialist supports the Department of Homeland Security Science & Technology Directorate’s Export Controls Group (ECG) by designing and implementing technical training and awareness programs on export control compliance. This role is responsible for increasing institutional knowledge and promoting a culture of compliance across DHS components, federally funded performers, and external stakeholders. The specialist will create training materials, coordinate outreach events, and evaluate the effectiveness of learning efforts, ensuring alignment with U.S. export control regulations and DHS policy. This position is based in Washington, DC and is contingent upon contract award.

Requirements

  • Secret clearance (TS/SCI preferred or ability to obtain).
  • Bachelor’s degree in education, public policy, international affairs, or a related field.
  • Minimum of 4 years of experience developing and delivering training or public education programs in a federal, compliance, or regulatory setting.
  • Demonstrated ability to translate technical or policy content into accessible, engaging materials.
  • Proficiency in Microsoft Office and digital training platforms (e.g., Zoom, MS Teams, Articulate, or Adobe Captivate).
  • Strong verbal communication and presentation skills.

Nice To Haves

  • Experience with export control regulations (e.g., ITAR, EAR, OFAC) or related DHS compliance topics.
  • Background in stakeholder engagement, instructional design, or adult learning.
  • Experience coordinating logistics and materials for federally sponsored training or public outreach programs.

Responsibilities

  • Develop technical training modules and instructional materials to raise awareness of export control compliance requirements across DHS programs.
  • Create and maintain standardized curricula, presentations, handouts, and e-learning content tailored to a range of audiences, including federal staff, contractors, and research institutions.
  • Implement training in accordance with applicable federal laws, regulations, and DHS standards.
  • Coordinate the logistics and delivery of in-person and virtual training sessions, workshops, and webinars.
  • Support and facilitate outreach events aimed at educating DHS program staff, other components, and external performers about export control responsibilities.
  • Collaborate with the ECG Team Lead and federal program managers to identify outreach needs and develop engagement strategies.
  • Represent the ECG team during training and outreach events, responding to participant questions and capturing feedback.
  • Track and analyze training participation, feedback, and outcomes to inform continuous improvement.
  • Maintain historical records of training events (approximately 10–20 per year) and prepare summary reports for federal review.
  • Ensure all training content remains current with regulatory updates and policy changes.
