About The Position

Kitsap Regional Library is looking for a Training & Development Specialist to play a key role in shaping our team's growth by designing and delivering a curriculum of impactful training programs that ensure our team members have the skills needed to excel in their roles and provide exceptional and culturally responsive service. This role is a driving force in creating a culture of continuing professional development. Under general supervision, this position will be responsible for developing and delivering learning and development opportunities that support the mission, goals, and strategies of Kitsap Regional Library (the Library). Working collaboratively with the HR team and other Library staff, this position supports skill development necessary for staff to perform their roles effectively, including the capacity to contribute to an inclusive and respectful work environment. This role also supports the Library's efforts around staff compliance with required training. Work is performed with significant opportunities for exercising independent judgment and initiative and will report to the Director of Human Resources.

Requirements

  • Candidates must have an Associates of Arts Degree in Human Resources, Public Administration, Organizational Development, or other related field plus three years' relevant experience OR the equivalent combination of five years' education and experience which would provide the required knowledge and skills that allows for successful performance of the job.
  • Demonstrated in their application materials, candidates must have experience coordinating and facilitating training programs, meetings, and presentations for adult audiences.
  • Candidates must be able to travel to Library branches throughout Kitsap County and off-site locations.
  • Knowledge of instructional design and methods utilized to develop and deliver training programs.
  • Knowledge of adult learning principles and best practices of learning.
  • Skill in designing and developing high quality training classes, materials, and presentations.
  • Knowledge of DEI concepts and inclusive practices and strategies.
  • Skill in prioritizing and organizing multiple tasks, projects and demands.
  • Ability to develop and maintain effective working relationships with staff and to serve the public courteously and efficiently in a public service environment.
  • Ability to recognize and set priorities and to use initiative and independent judgment within prescribed policies and procedures.
  • Ability to operate standard office equipment, perform required data entry proficiently and utilize computer software and specialized programs.
  • Ability to communicate effectively verbally and in writing and to demonstrate professional level public speaking skills to a variety of audiences (leaders, community partners, peers, etc.).
  • Provide excellent customer service by showing sensitivity to cultural differences and diverse backgrounds when interacting with patrons, volunteers, and co-workers.
  • Maintain regular and reliable attendance.
  • Knowledge and support of Kitsap Regional Library's principles of intellectual freedom.
  • Knowledge and support of Kitsap Regional Library's policies and procedures.
  • Effectively work both independently, with limited direction or supervision, as well as within a team.

Responsibilities

  • Design, develop, and deliver high-quality, customer-focused training, presentations, and training materials in a variety of formats and delivery methods. Training topics may include but are not limited to customer service, supervisory essentials, effective communication, and DEI topics such as implicit bias, microaggressions, and inclusive workplaces.
  • Develop and administer the Library's annual training plan.
  • Facilitate, invite, and incorporate perspectives from management into the Library's training plan, to enhance and improve learning opportunities for the workforce. Provide consultation on training/learning and organizational development activities to staff and management.
  • Recommend solutions on topics such as the availability of learning opportunities, supporting development goals and performance, contracting for training, the use and configuration of a Learning Management System (LMS), communications and reporting of learning and development goals.
  • With input from the Director of DEI and other key staff, develop, facilitate and administer DEI learning activities.
  • Explain and apply training policies, procedure, and practices to staff and management.
  • Maintain and support the development of training practices, curriculum, required class materials, evaluation processes, and follow-up.
  • Oversee or assist in the development of the Library's Staff Day events.
  • Actively fosters a work environment where team members feel respected and valued.
  • May facilitate committee meetings and perform related administrative functions
  • Serve as a SharePoint site owner, developing and maintaining SharePoint pages and job aids to support DEI learning and other focus areas.
  • Maintain accurate training, evaluation, statistical records, and competencies necessary for each position; conduct needs assessments to identify skill gaps and learning objectives.
  • Prepare statistical training program
  • Participate in special projects, committees, and conferences as assigned.
  • Monitor and ensure fiscal responsibility for the training budget.
  • Build and maintain relationships with subject matter experts, vendors, and both internal and external partners to ensure training accuracy and relevance.
  • Aligns all work with the Library's strategic direction, DEI recommended priorities, and other related efforts such as the work of the Equity Team.
  • Perform other related duties as

  • Employees in this position earn 15 days per year of vacation leave over the course of their first year, 13 days of sick leave, and 1 personal day each year.
  • Kitsap Regional Library participates in the Washington State Public Employees Retirement System (PERS). Employees are automatically eligible for the plan if they work a minimum of 16.25 hours per week (or 70 hour per month) during five months per year for two consecutive years.
