About The Position

International Justice Mission (IJM) is seeking a Security Operations and Training Lead to strengthen the organization's global security posture. This position provides critical oversight of field security programs, oversees the development and delivery of comprehensive safety training initiatives, and ensures operational readiness and staff preparedness across all regions. The successful candidate will collaborate with Regional Security Officers, North America and Global Security Focal Points to implement security standards and protocols that allow the organization to safely pursue its mission in complex and high-risk environments. This position is based in the Washington, DC area and is available to be hybrid (onsite Tuesdays & Thursdays). It reports to the Global Director of Safety and Security and is only available for candidates with the right to work in the US.

Requirements

  • Bachelor’s degree in Security Management, Emergency Management, International Relations, or related field (Master’s preferred).
  • At least 7 years of progressive experience in NGO field security operations.
  • Minimum of 3 years in a leadership or HQ-based oversight role.
  • Experience managing global or regional security programs through remote or dotted-line teams.
  • Strong background in adult learning and training delivery to international audiences.
  • Expertise in security risk assessments, contingency planning, and incident response.
  • Experience designing and delivering security training programs across diverse regions.
  • Fluency in English; proficiency in additional languages (French, Spanish, Arabic) preferred.
  • Knowledge of INGO duty of care standards and operational security frameworks.
  • Strong analytical skills to assess threats and develop practical mitigation strategies.
  • Experience in operating in high risk hostile environments.

Responsibilities

  • Provide oversight and functional leadership for North America and HQ Security Focal Points, ensuring alignment with global security strategy.
  • Provide strategic leadership and functional oversight to Regional Security Managers across all regions.
  • Mentor and guide Regional Security Officers, promoting professional development and consistency.
  • Lead HQ coordination during security incidents, providing guidance to senior management and ensure a healthy flow of information to Global Director of Safety and Security and Crisis Management Team.
  • Contribute to the development and implementation of global safety and security strategies.
  • Ensure alignment of regional security operations with organizational risk management frameworks.
  • Support the continuous improvement of incident response plans and mitigation strategies.
  • Build relationships with interagency security networks and peer organizations.
  • Represent the organization in external coordination forums and security working groups.
  • Foster collaboration between security, program, and support teams globally.
  • Oversee the implementation of global security policies and SOPs in the field.
  • Ensure compliance with Minimum Operating Security Standards (MOSS) across all offices.
  • Lead regular reviews and updates of security protocols to ensure contextual relevance.
  • Coordinate briefings and updates to leadership during critical incidents.
  • Maintain clear and timely communication with regional and country teams on emerging threats.
  • Facilitate cross-regional knowledge sharing and lessons learned on safety practices.
  • Design and deliver comprehensive training programs for HQ, regional, and field staff.
  • Develop standardized training materials, including onboarding and emergency preparedness content.
  • Track participation and evaluate training effectiveness for continuous improvement.
  • Maintain records of global security training, incident logs, and risk assessments.
  • Lead after-action reviews and produce analysis reports for leadership and learning.
  • Ensure timely and accurate documentation of field security activities.
  • Support the safe planning and execution of global meetings, events, and field deployments.
  • Advise on venue selection, transportation, and contingency planning for official travel.
  • Conduct field visits to assess security implementation and provide contextual guidance.
  • Support high-risk operations with remote or in-person advisory presence as needed.
  • Collaborate with HR, Legal, and Safeguarding teams on integrated risk management.
  • Contribute to special projects and cross-functional initiatives supporting organizational safety and resilience.
