About The Position

Supervises assigned employees performing traffic signal related duties; directs installation and schedules activities for construction; coordinates with other City departments and outside agencies; schedules and prioritizes preventative maintenance; determines equipment needs; and orders materials and supplies.

Requirements

  • High school diploma or the equivalent
  • Five (5) years of experience in traffic signal maintenance experience, preferably with experience in maintaining microprocessor-based instruments, TSII Type I and TSI Type II controllers/optical devices and including two (2) years of supervisory experience; or any equivalent combination of education, experience, and training which provides the knowledge and abilities necessary to perform the essential functions of the position.
  • Possess a valid Arizona driver's license
  • Possess an International Municipal Signal Association (IMSA) Traffic Signal Level II Certification.
  • Knowledge of PC operations and optical pre-empt devices including telemetry equipment.
  • Knowledge of the National Electrical Code (NEC).
  • Knowledge of the City's governmental organization, policies and procedures.
  • Knowledge of the installation and maintenance of traffic signal control systems.
  • Knowledge of public relations/customer service principles, practices and techniques.
  • Knowledge of reading blueprints and schematic drawings.
  • Knowledge of the hazards and safety precautions involved in working with electricity.
  • Knowledge of MUTCD, Institute of Transportation Engineers (ITE), National Electrical Manufacturer's Association (NEMA), and NEC standards for signal equipment.
  • Knowledge of the procedures used in the Blue Stake Utility Locating Program.
  • Skill in communicating, both verbally and in writing.
  • Skill in maintaining microprocessor-based instruments and TSII Type I and TSI Type II controllers.
  • Skill in effectively using various testing instruments such as an amp meter, volt-ohm meter, and utility locators.
  • Ability to distinguish colors to maintain proper continuity of wires in cabinet and field wires and to differentiate traffic signal lenses.
  • Ability to detect traffic sounds when working near moving traffic and backup warning devices when working around moving equipment.
  • Ability to communicate with the general public and other City employees.
  • Safely lifts, pushes, pulls, and carries 75 pounds without assistance
  • Safely operates required equipment and vehicles necessary in performance of required duties.
  • Clearly sees, with correction if necessary, during day hours, evening hours, and in potentially adverse weather conditions in order to: safely operate required vehicles; read street/road signs, maps, and handwritten/typewritten material; and perform required duties.
  • Clearly, concisely, and effectively communicates in person, over the telephone, and over the radio.

Nice To Haves

  • Possession of a current Arizona Commercial Electrician's Contractor License is preferred.

Responsibilities

  • Performs, supervises, and reviews electrical and electronic traffic signal installations, including troubleshooting malfunctions and responding to emergency calls (sometimes off duty call outs) involving traffic signals and roadway lighting.
  • Performs construction of traffic signals and inspects the work of contractors to verify that their work meets City of Prescott standards, federal regulations, Occupational Safety and Health Administration (OSHA), Manual on Uniform Traffic Control Devices (MUTCD), National Electric Code (NEC), state regulations, Arizona Department of Transportation (ADOT), and/or other guidelines.
  • Performs scheduled periodic maintenance functions; maintains written logs of work performed; and uses a personal computer (PC) for record keeping, diagnostic troubleshooting of signal operations, inventory maintenance, preparation and monitoring of budgets, and report preparation.
  • Develops signal section policies and short- and long-term objectives.
  • Conducts research and analyzes electrical and mechanical data to revise specifications and descriptions used in the Traffic Signal Specification Manual.
  • Sorts, files, and distributes incoming mail, invoices, products, and other materials used in traffic signal section.
  • Operates a motor vehicle or piece of equipment including a boom/auger truck, bucket truck, forklift, backhoe, and pickup truck for field repairs, change lamps, maintain signals, and store equipment.
  • Operates power-driven machinery such as a jackhammer or tamper to dig trenches and backfills.
  • Uses common hand tools such as: hammer, saw, screwdriver, wrenches, and other hand tools to maintain and repair traffic signal equipment.
  • Prepares schematics and intersection as-built plans.
  • Develops working procedures and trains technical personnel.
  • Cleans work area and equipment; works with cleaning fluids and agents, chemicals, and paints using routing protective equipment.
  • Sets up barricades and traffic cones to route traffic past work area.
  • Performs other duties as assigned.
