What you’ll be challenged to do: This position is contingent upon award of contract RFQ-2605. The TMC Operations Manager will serve as the on-site leader responsible for managing and operating the NDOT Traffic Management Center (TMC) in a hybrid staffing model consisting of both GFT and NDOT personnel. The Operations Manager will function as the primary operational liaison between GFT and NDOT, ensuring 24/7/365 traffic monitoring, incident response coordination, and traveler information delivery in alignment with NDOT policies, procedures, and statewide Traffic Incident Management (TIM) objectives. This position reports directly to the GFT Traffic Management Business Line Leader/National Program Manager. The Operations Manager will implement a performance-based management approach with measurable benchmarks including detection time, DMS deployment intervals, system uptime, and system/operator performance reporting accuracy. The role requires structured communication with NDOT leadership, regular performance reviews, and enforcement of accountability standards across all staff. In this capacity, the successful candidate will be responsible for the following:

Requirements

  • A.A. or B.S. Degree in Engineering, Public Safety or related disciplines.
  • Minimum 5 years of TMC/ITS/traffic operations management/leadership experience or a combination of these deisciplines.
  • Experience managing 24/7/365 operations and multi-shift teams.
  • Knowledge of ITS devices, ATMS, DMS, CCTV, CAD, and traveler information systems.
  • Experience with State level Traffic Incident Management (TIM).
  • Strong leadership, communication, and problem-solving skills.
  • Experience with performance reporting, data analysis, Artificial Intelligence concepts and Power BI familiarity.
  • Ability to work in a hybrid DOT/consultant environment.
  • Ability to be on-call for incidents and emergencies.

Nice To Haves

  • Experience with ATMS or similar systems.
  • Experience working with state DOTs.
  • Familiarity with ESRI, Power BI, or data visualization tools.
  • First Responder, Operations Center Management and Traffic/Congestion Management experience

Responsibilities

  • Lead daily operations of the TMC including staffing, scheduling, training and performance oversight.
  • Supervise Shift Supervisors and Operators across a hybrid workforce (GFT + NDOT).
  • Ensure minimum staffing levels and continuous 24/7/365 operational coverage for assigned shifts.
  • Oversee real-time monitoring of CCTV, DMS, ATMS, CAD, and traveler information systems.
  • Validate incident detection, verification, DMS messaging, and 511 updates.
  • Implement QA/QC processes and conduct daily operational audits.
  • Develop and maintain SOPs, logs, training materials, and operational procedures.
  • Prepare monthly, quarterly, and annual performance reports.
  • Coordinate with NDOT leadership, IT, maintenance, and emergency responders.
  • Participate in TIM meetings, emergency coordination, and after-action reviews.
  • Support public engagement activities including tours and presentations.
